Montgomery County, OH is Hiring a CAPITAL PROGRAM MANAGER Near Kettering, OH

Position Overview

Advanced level in the water and sewer utility profession under general direction of the Assistant Director of Engineering, requiring thorough knowledge of project management, engineering, and construction necessary to support the complex capital improvement projects, operating capabilities and maintenance requirements of the water supply, water distribution, wastewater collection and solid waste district services. Performs the material and substantial duties of the classification more than 50% of the time.

Summary of Job Duties

Manages and directs the development, implementation and evaluation of capital projects, plans, schedules, processes, systems, and procedures to achieve County and department goals, objectives, and performance measures consistent with County quality and citizen/rate payer service expectations. Works with consultants, contractors, affected jurisdictions and others to establish, maintain, and enforce engineering and technical standards for design and construction of the water systems, collection systems, wastewater treatment plants and various other building and facilities. Utilizes project management procedures to monitor the process, progress and results of utility related projects, provides technical expertise and advice to internal and external project staff on design requirements, methods and materials and estimates of project costs; directs the preparation of engineering specifications and drawings, reviews proposals for substantial engineering projects, evaluates bidders technical expertise, adherence to bid requirements, cost and other aspects, recommends contractor to management; provides briefings to Commissioners, obtains required approvals and funding authorizations. Certifies that projects are completed successfully by ensuring project documents are collected and stored for future reference including coordination with the computerized maintenance system to incorporate project history and important closeout documents. Provides overall leadership and support to managers, engineers and other staff assigned to projects. Evaluates performance of subordinates.
Directs the preparation of annual operational and multi-year capital improvement program budgets, establishes budgetary control measures, allocates resources and personnel, and monitors diverse work programs for compliance with budget guidelines. Directs the preparation of management reports for the department director and assistant directors, the County commissioners, or other decision makers regarding capital programs, progress, or problems; provides supporting recommendations for major program changes, code, policy or rule revisions; anticipates and responds to citizen/rate payer concerns relating to the department’s operations and services. Coordinates the preparation and submission of monthly and annual reports, prepares special reports for department director and assistant directors.

Minimum Qualifications and Requirements

Bachelor’s degree in engineering, finance, business administration or related field with at least 5 years of project management experience. Experience in water / wastewater utility is required. Valid Professional Engineer’s license for the State of Ohio preferred; OR alternative, equivalent evidence of the minimum class requirements.
