This summary provides a listing of the knowledge, skills and abilities that are critical components of the position for Maintenance Director.

  • General

This is a full-time, FLSA exempt position that will report to the Vice President of Maintenance and Engineering. The Maintenance Director must meet the requirements of FAA 14 CFR 119.67(e). He/she oversees outside contract and Company Flight Mechanics, the Maintenance Control department, and all related line/heavy maintenance activities, while working closely with the Director of Quality, the Director of Technical Services, Director of Operations, and Vice President of Maintenance and Engineering. The Maintenance Director is responsible for assuring the Company’s various maintenance tasks and inspections are in full compliance with all FAR requirements for the airline and ensuring the Company’s GMM requirements are met. The Maintenance Director is a key safety position, which ensure all Eastern Airlines personnel, process and procedures, promote safety, security, quality and regulatory compliance for all Eastern Airlines operations.

  • Duties and Responsibilities
  • Responsible and accountable for the duties and responsibilities of the Director of Maintenance as required by Part 119.65(a)(4);
  • Monitors the administrative and technical performance of the Maintenance Department to ensure that company goals and objectives and conformance with the Continuous Airworthiness Maintenance Program are accomplished;
  • Has the responsibility to meet applicable legal requirements and to maintain safe operations as well as the administration and other objectives that may be assigned by the DO or VP of Maintenance and Engineering;
  • Ensure the maintenance of EAL aircraft is accomplished in accordance with Eastern Airlines and manufacturer's standards;
  • Must maintain general knowledge and oversight of all line and heavy maintenance work being performed on aircraft of Eastern Airlines;
  • Ensures the maintenance of EAL aircraft is accomplished in accordance with company and manufacturers' standards and in compliance with applicable CFRs;
  • Reviews aircraft maintenance logs to ensure completion in accordance with the procedures contained in the General Maintenance Manual (GMM), including airworthiness releases.
  • Coordinates with the Director of Safety and the Director of Operations for Voluntary Self Disclosure corrective actions.
  • Maintains NEF List as defined in GMM Chapter 6, Section 12.
  • Serves as a manager of the CASS review board;
  • Helps negotiate contractual agreements between essential maintenance providers and Eastern Airlines for all maintenance related activity;
  • Responsible for determining if Eastern Airlines should use the equivalent tools, test equipment; and interchangeable parts
  • Responsible for ensuring proper emergency equipment is installed in Eastern Airlines aircraft;
  • Recommend amendments to Operations Specifications for Eastern Airlines;
  • Coordinate with the Chief Inspector in the efforts of the Continuing Analysis and Surveillance System to address any problems or trends and to improve maintenance;
  • Ensure adequate resources and priorities are assigned to action items developed by the Continuing Analysis and Surveillance Program (CASS);
  • Know, understand, and apply applicable chapters of the Eastern Airlines General Maintenance Manual, Operations Specifications, and applicable provisions of Federal Aviation Regulations;
  • Develop work accomplishment instructions, as needed, for aircraft systems, structures, Powerplant, and avionics engineering requirements;
  • Develop long range and short-term scheduling and forecasting of maintenance program requirements and special visits at maintenance stations and heavy maintenance facilities;
  • Coordinate planning with operational departments as needed to ensure flight schedule efficiency;
  • Develop the Maintenance and Engineering annual operating plan and coordinate maintenance requirements versus operational fleet requirements;
  • Develop daily maintenance schedule for Eastern Airlines aircraft;
  • Ensures adequate materials planning, purchasing, stores, inventory control, and vendor validations are coordinated in support of Eastern Airlines maintenance activities.
  • Determine repair methods to be used, providing installation/repair details, and determining the required method of approval in accordance with the requirements in the General Maintenance Manual;
  • Administer component repairs and monitor vendor performance;

  • Direct and manage the Maintenance Department to ensure proper coordination of the needs of the department and those of Operations;
  • Plan long-range tasks involving major components and ensuring that adequate staffing is scheduled to perform the tasks;
  • Reviews qualifications and training of all maintenance personnel, fulltime and contract employees. The review will determine the training required and ensure training is completed prior to being authorized to perform any work on EAL aircraft;
  • Ensures all instructions pertinent to safety are properly observed and that all maintenance personnel under their authority comply with and understand existing safety regulations, including the control of dangerous goods/hazardous materials used in maintenance facilities;
  • Participate in duties as assigned in the Emergency Response Manual;
  • Ensures that FAA and other governmental violations are prevented to the extent possible. In the event a violation occurs, use the principles of SMS and risk assessment to identify and correct deficiencies in a manner to prevent reoccurrence;
  • Continuously monitors EAL policies and procedures to ensure that the highest degree of safety and compliance is maintained;
  • Ensures that FCBS EA's assigned to Line Maintenance or Heavy Maintenance by Maintenance Planning are accomplished in accordance with the instructions provided in the EA's;
  • Ensures that EWIS EA's and scheduled inspection program items assigned to Line Maintenance or Heavy Maintenance by Maintenance Planning are accomplished in accordance with the instructions provided in the EA's and/or task card;
  • Perform other duties as assigned by the Vice President of Maintenance and Engineering

D. Qualifications

  • Must hold a current Mechanic Certificate with an Airframe and Power Plant rating and have held these ratings for at least five (5) years
  • Must meet the requirements of 14 CFR 119.67(c)(1-3) (4)(i-ii).
  • Must have three (3) years’ experience within the past six years; one year must have been in one or a combination of the following:
    • Maintaining large airplanes with ten or more passenger seats, including at the time of appointment as a Director of Maintenance, experience in maintaining the same category and class of airplane as the certificate holder uses, or
    • Repairing airplanes in a certificated airframe repair station that is rated to maintain airplanes in the same category and class of airplane as the certificate holder.
    • Must be knowledgeable of the Code of Federal Regulations (CFRs), aviation safety standards, safe operating practices, Eastern Airlines Maintenance Manuals, FAA-approved Operations Specifications, and applicable maintenance provisions of 14 CFR 121.
  • Must have at least three (3) years of experience in a supervisory capacity maintaining large aircraft of the same category and class as that of the company
  • Familiarity with accessing online aircraft manuals
  • Ability to multitask and work under pressure in a dynamic environment
  • Travel will be required
  • Pass a two (2) year drug and alcohol background check, pre-employment drug test, and criminal history records check (CHRC)
  • Eligible to work in the United States.
