Date Revised: 05/2024Primary PurposeThe Chief Operations Officer (COO) will be responsible for identifying and executing best practices in facilities, maintenance and operations, safety and security, transportation, outsourced operations (custodial, child nutrition/food services, after-school care) and all aspects that support whole-scale systemic efficiency. The COO will incorporate district-level goals into operational objectives, ensuring that all students arrive at school and school activities safely and on time; receive nutritious meals; and attend school in an environment that is safe, clean and conducive to learning.
Qualifications
  • Bachelor’s degree in business, supply chain management, operations management, finance or related field
  • Master’s degree preferred.
  • Five years of operations experience in a leadership role, preferably within public education
  • Background in facilities management
  • Demonstrated leadership skills.
  • Ability to problem solve, think critically, and manage conflicts.
  • Ability to collect, analyze and use multiple sources of data.
  • Strong organization, communication, strategic planning, and interpersonal skills
  • Ability to work collaboratively to build consensus while also delivering exceptional results.
  • Inspire, manage and collaborate with a wide variety of internal and external stakeholders at all levels.
  • Be flexible, resilient, and adaptable to changing priorities.
Major Responsibilities And DutiesMaintenance and Operations:
  • Develop and implement a strategic plan for facilities management aligned with the district’s goals.
  • Collaborate with educational leaders to ensure facilities support evolving educational needs.
  • Develop and implement preventative maintenance programs for all district facilities.
  • Ensure efficient operation of heating, ventilation, air conditioning, electrical, plumbing and other building systems.
  • Develop and manage budgets for facilities maintenance.
  • Negotiate and manage contracts, monitoring performance and adherence to contractual obligations.
  • Collaborate with the bond program administration on activities related to bond construction/ renovation and long-term facilities strategic planning.
Transportation
  • Develop and implement a strategic plan for student transportation services aligned with the district’s educational goals.
  • Collaborate with educational leaders to ensure transportation supports evolving instructional needs.
  • Ensure there is proper maintenance, repair, and replacement of the district’s transportation fleet.
  • Implement a preventive maintenance program to ensure the safety and reliability of the transportation fleet.
  • Oversee the development and optimization of efficient bus routes and schedules to maximize the use of resources and minimize transportation time for students.
  • Ensure that routes are designed to accommodate changing student populations and demographics.
  • Ensure and enforce safety protocols for student transportation in compliance with local, stated and federal regulations.
  • Ensure ongoing training for bus drivers and transportation staff on safety procedures and best practices.
  • Ensure compliance with all applicant regulations related to student transportation, including driver qualifications, vehicle inspections and safety standards.
Outsourced Operations
  • Develop and implement a strategic plan for the district’s outsourced services aligned with the educational goals and health standards.
  • Provide strategic oversight for multiple departments and identify and evaluation high impact issues.
  • Ensure operational objectives across multiple outsourced departments district wide.
  • Ensure compliance with district, state, and national policies and procedures.
  • Compile budget and cost estimates based upon documented program needs; manage departmental budgets effectively and efficiently.
Safety And Security
  • Ensure that safety standards are maintained in compliance with federal, state, local and insurance regulations.
  • Develop and implement a district-wide preventative safety program.
  • Develop, maintain and execute all federal, state, local and district safety protocols and emergency operations procedures.
  • Oversee the implementation of regular risk assessments of school facilities, grounds and operations to identify safety and security vulnerabilities.
  • Establish and maintain effective partnerships with local law enforcement agencies, emergency responders and community organizations.
Additional Duties
  • Develop and manage budgets for non-instructional services, ensuring financial sustainability and adherence to fiscal policies.
  • Allocate resources effectively to support the district’s operational needs.
  • Identify opportunities for cost savings without compromising the quality of operational services.
  • Ensure compliance with local, state, and federal regulations related to building codes, accessibility and safety.
  • Collaborate on initiatives that integrate instructional and operational functions.
  • Advise Superintendent of Schools in meetings with business professional, the community, and business and political entities regarding district operations and functions.
  • Manage and collaborate with district demographer on quarterly meetings to review future enrollment projections and adjust attendance boundaries as needed.
  • Perform other job-related duties as assigned.
Supervisory ResponsibilitiesExecutive Director for Safety & Security, Executive Director of Facilities, Executive Director of Operations, Energy Manager, administrative assistant, facility attendants.

Working Conditions
  • Maintain emotional control under stress.
  • Frequent district wide travel; occasional prolonged and irregular hours.
  • Work indoors and outdoors to conduct on-site inspections of all maintenance facilities.
