Duties
  • You will advise multi-disciplinary teams on facility development products or services to ensure successful project execution.
  • You will evaluate engineering design, construction, operation, maintenance, and repair of utilities equipment and systems to resolve any issues in a timely matter.
  • You will resolve engineering problems with architectural and engineering contractors, experts from other engineering functions, and co-workers.
  • You will write documentation to resolve disagreements concerning facilities engineering issues.
  • You will be working on a multi-discipline team of engineers and architects to create plans and specifications, or design build Requests for Proposals, for facilities projects.

  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • Incumbent will proactively pursue completion of training required by the CI Community Management Plan and the incumbent's Individual Development Plan (IDP).
  • Participating, as requested, in FEC-sponsored Design Assist Visits (DAV's).
QualificationsFor the GS-13, this position has a selective placement factor that will be used to screen out ineligible candidates. The selective placement factor is: Current registration as a Professional Engineer (PE) by any State in the U.S., the District of Columbia, Guam, or Puerto Rico is required. **You must include a copy of your registration with your application**GS-13In addition to the Basic Education Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Providing technical reviews of facilities construction drawings and specifications for mechanical adequacy, compliance with functional requirements, and conformity with standard engineering and construction practices; 2) Designing and developing layouts, construction drawings and specifications for facility mechanical systems such as heating, ventilating, and air-conditioning (HVAC), plumbing, utilities, fuel handling, and industrial ventilation; 3) Performing engineering services in support of Architectural and Engineering Contracts such as writing statements of work, estimating fees, negotiation, performance monitoring, and evaluation of bids.
GS-12In addition to the Basic Education Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Developing engineering designs and plans for mechanical and utility systems (i.e. heating, ventilation, and air-conditioning (HVAC), plumbing systems, utilities, fuel handling, and industrial ventilation); 2) Preparing outlines of services, scopes of work, construction estimates, and engineering fee estimates for work performed under Architect-Engineer (A&E) contracts; and 3) Reviewing and preparing calculations, cost estimates, project documents, reports, and designs for technical adequacy and sound engineering practice.

EducationApplicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:
Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET) ; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.
ORCurrent registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Work Environment: Work is performed primarily in an office setting. Travel to CONUS and OCONUS activities for assigned projects is required. There are occasional factory visits, and exposures to conditions in buildings and facilities that are under construction. Travel under demanding
conditions in support of military operations is also occasionally required. Percentage of travel is 15%.
