POSITION SUMMARY

The Billing Specialist (Grants and Third Party Billing) is responsible for the Title III Nutrition Program billing and corresponding general ledger transactions. This includes oversight of Title III Older Americans Act funding to ensure compliance with program regulations, policies and procedures and working with state and federal regulatory organizations.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

1. Knowledgeable of and complies with all applicable state, federal and agency regulations, policies and procedures.

2. Oversees fiscal and statistical aspects of the Nutrition Program.

  • works with the Accounting Supervisor and Director of Finance in all aspects of the financial management of Title III Older Americans Act funding (TIII).
  • Compiles, records and reports all financial and statistical data in accordance with state, federal and corporate standards and accounting practices.
  • Prepares, submits and monitors Title III Nutrition Budget in coordination with the Accounting Supervisor.
  • Prepares TIII and other nutrition financial reports for the Accounting Supervisor and board of directors.
  • Assists the Director of Finance with the annual audit of nutrition programs.
  • Records TIII donations consistent with applicable state, federal and agency regulations.
  • Works closely with the Director of Community Programs in the monitoring, control and analysis of expenditures and income related to the Nutrition Program.
  • Submits monthly and annual TIII invoices and backup reports to Executive of Office of Elder Affairs.
  • Submits invoices, backup reports and nutrition claims to SCO, OneCare, PACE and ACO programs.
  • Reviews open balances for nutrition programs and follows up on outstanding receivables.
  • Together with program staff, verifies SIMS records and maintains deliveries for assigned programs.

3. Keeps Accounting Supervisor informed on the status of operations and assigned projects.

4. Acts as a backup as needed to support department processes. This includes special grants

processing.

5. Under the guidance of the Accounting Supervisor, facilitates the annual agency time study and provides initial report for review.

6. Performs other duties within the scope of the responsibilities of this position as assigned by the Director of Finance.

REQUIRED KNOWLEDGE SKILLS AND ABILITIES:

  • Has the ability and willingness to support the goals and policies of WestMass ElderCare.
  • Possesses a bachelor’s degree in accounting or related field preferred.
  • Previous experience with state and federal programs and non-profits preferred. Possesses computer skills and has a working knowledge of Excel and Word.
  • Must be attentive to details.
  • Must possess the ability to perform detailed and accurate work involving numerical data.
  • Must be able to work in a changing environment.
  • Must be able to handle confidential data and information discreetly.

  • Possesses the ability to work with a variety of people.
  • Has the ability to make appropriate decisions.

  • Has the ability to manage multiple projects and assignments and prioritizes work.
  • Must be able to maintain regular and consistent attendance.
  • Satisfactory background check that includes CORI, SORI, SAMs GSA, Mass Health Exclusion List and OIG check

WORKING CONDITIONS:

  • This is a full-time position (35 hours) with regular office hours.
  • Schedule determined by department and agency needs.
  • Works in an office area.
  • Sits, stands, bends, lifts and moves intermittently during work hours.
  • Must be in good general health and demonstrate emotional stability.
  • Must be able to see and hear or use prosthetics that will enable these senses to function adequately to ensure that the requirements of this position can be fully met.
  • Must function independently, and have flexibility, personal integrity, and the ability to work effectively with elders, other staff members and other community agency’s personnel.
  • Position requires work on a computer.

ACCOUNTABLE TO:

The Billing Specialist (Grants and Third Party Billing) is accountable to the Accounting Supervisor.

Job Type: Full-time

Pay: $21.00 - $24.00 per hour

Expected hours: 35 per week
