WHAT IS THE TS - TAXPAYER SERVICES DIVISION?

Vacancies will be filled in the following specialty areas: Taxpayer Services, Operation Support.
The following are the duties of this position at the full working level:
  • The incumbent serves as an expert analyst responsible for developing and/or interpreting guidance on program planning, execution, and evaluation for the compliance, accounts management and/or taxpayer education and communication functions.
  • The employee plans, analyzes, determines cost/benefit relationships, and coordinates a variety of functions, operations, and teams.
  • Independently studies problems facing operating unit functions or those of particular concern within the organization assigned. This may require coordinating input from activities outside the division and identifying new methods of performing work. This requires the incumbent to demonstrate analytical, technical, and process analysis skills.
  • Analyzes assigned program areas to discern trends in program delivery. Consolidates report data to measure the effectiveness in meeting baselines or the degree to which program plans and achievements support strategic initiatives.
  • Provides technical advice and staff assistance to executives, field managers, and employees in the assigned program area. Develops and prepares operating guidelines, instructions, and other material pertaining to assigned program areas.
This position has career progression. If you are selected at a grade level lower than the full working level, you may be non-competitively promoted as your career progresses. For example, you may be hired as a GS-05, but if the position has career progression to GS-11, then you may move from a GS-05 to a GS-11 in as little as three years.

  • Must be a U.S. Citizen or National and provide proof of U.S. Citizenship. (Birth certificate showing birth in the U.S; Unexpired U.S. Passport; Certificate of Citizenship or Naturalization; or Report of Birth Abroad of a U.S. Citizen (Form FS-240))
  • Undergo a review of prior performance/conduct and an income tax verification. If you are not in compliance, you will be determined unsuitable for employment with IRS.
  • This position requires that the successful candidate undergo personnel vetting, which includes a background investigation and enrollment upon onboarding into "Continuous Vetting." Enrollment in Continuous Vetting will result in automated record checks being conducted throughout one's employment with Treasury. The successful candidate will also be enrolled into FBI's Rap Back service, which will allow Treasury to receive notification from the FBI of criminal matters (e.g., arrests, charges, convictions) involving enrolled individuals in near real-time.   • Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency.
  • Go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form I-9. Federal law requires verification of the identity and employment eligibility of all new hires in the U.S. These documents must be unexpired original or certified copies.

QualificationsFederal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement:
SPECIALIZED EXPERIENCE: GS-12 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position includes:
  • Experience using and troubleshooting automation software.
  • Experience using cross-functional programs and their interrelationship with assigned program to conduct reviews, studies/projects and coordinate systems and resource utilization of program operations.
  • Experience using analytical and evaluative methods in order to assess and measure effectiveness of program operations, identify gaps or conflicts in program information, consolidate findings and recommend alternatives.
  • Experience recognizing significant issues and changes that impact assigned programs in order to revise procedures or recommend changes in basic implementing regulations.
  • Experience using knowledge of the principles of management planning, program and process analysis, management reporting procedures and available system capabilities to resolve operating problems and providing statistical data or other management information reports.
  • Experience in oral and written communications to conduct briefings, prepare reports, document findings and, disseminate procedural and regulatory information.
SPECIALIZED EXPERIENCE: GS-13 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes:
  • Experience with creating a database to store data used in application development and creating queries or stored procedures to generate reports, retrieve information, or display data.
  • Experience using and troubleshooting automation software.
  • Experience using cross-functional programs and their interrelationship with assigned program to conduct reviews, studies/projects and coordinate systems and resource utilization of program operations.
  • Experience using analytical and evaluative methods in order to assess and measure effectiveness of program operations, identify gaps or conflicts in program information, consolidate findings and recommend alternatives.
  • Experience recognizing significant issues and changes that impact assigned programs in order to revise procedures or recommend changes in basic implementing regulations.
  • Experience using knowledge of the principles of management planning, program and process analysis to develop, design, and implement new or revised policies and procedures.
  • Experience in oral communication to present plans and proposals to individuals and groups, including top-level managers and field employees, as well as, experience in written communication is necessary to prepare comprehensive written reports, disseminate policy information, and document findings and conclusions.
  • Experience providing guidance and serving as a technical program and policy expert in order to prepare complete decision packages, studies, and recommendations.
