The following are the duties of this position at the full working level.
  • Plans, organizes, and carries through to completion broad, long-term analytical studies and projects requiring analysis of effectiveness, efficiency, and productivity of substantive, mission-oriented programs. Analyzes program functions and/or areas to discern trends in program delivery.
  • Analyzes overview report data to measure effectiveness in meeting baseline or the degree to which program plans and achievements support strategic initiatives. Serves as the process analysis expert for a program or function.
  • Reviews and evaluates the effectiveness of operating procedures, work flow, inter-functional coordination, and organization operation through personal observation, conferences, and of status reports and data. Prepares resulting documents from these reviews, reporting on progress towards achievement of program initiatives. Evaluates the implementation of new procedures affecting the program operations and maintains adequate controls to ensure compliance with procedures and deadlines.
  • Assesses the impact of new programs and legislative changes on existing programs and resources. Presents findings through reports, memoranda, oral presentations, and other documents as required. Participates in the preparation and coordination of the program long and short-range business plans.
  • Collects, analyzes, and consolidates data and status reports to determine impact on resources, effectiveness, and compliance with established goals and objectives. Prepares required narrative, statistical reports, and recommends necessary corrective measures.

QualificationsFederal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement:
SPECIALIZED EXPERIENCE: GS-14:
You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position includes: Experience utilizing IDRS command codes to perform research in relation to refund fraud, identity theft, and/or adjustments. Experience utilizing Integrated Automation Technology (IAT) tools as it relates to development of requirements and/or providing guidance for making adjustments on Individual Masterfile (IMF) and/or Business Masterfile (BMF) tax accounts. Experience utilizing Compliance Data Warehouse (CDW), Return Review Program (RRP), IDRS (Integrated Data Retrieval System), or Electronic Fraud Detection System (EFDS). Experience creating Discoverer Queries, analyze output data, and provide guidance and direction based on results. Experience serving as a technical expert in identification of refund fraud and identity theft resulting in development of identity theft programs and/or procedures. Experience using multiple data systems, analytics, or neural networks to initiate or develop risk mitigation strategies to test new processes
MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.
AND
TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment.
