Position Summary:

The Director of Quality and Compliance designs and directs the quality enhancement strategy for Aspire services for people with disabilities. This is accomplished through the design and implementation of a quality enhancement plan, ongoing monitoring and testing of systems and practices, event review, improvement plan management, data analysis and reporting, and management of service-related technologies.

Position Responsibilities:

Design, maintain, and direct the Quality Enhancement strategy

  • Complete applications for licensure and accreditation of programs
  • Coordinate accreditation reviews, regulatory reviews, and corresponding corrective action/ performance improvement plans
  • Assure program policies and procedures are maintained and reflect applicable rules, regulations, and best practice standards.
  • Keep abreast of applicable state and federal rules and regulations, accreditation standards and best practices. Provide guidance and serve as a resource for program leadership.
  • Serve as Aspire’s Privacy/Compliance Officer – providing training and guidance for privacy practices, reviewing, and responding to privacy breaches according to state and federal requirements
  • Partners with management to ensure all quality needs are met.
  • Monitor and test systems and practices for effective implementation and outcomes
  • Review/analyze quality/safety events
  • Manage quality data collection, analyze data, and report results; including but not limited to records review, environmental review, and program outcomes and satisfaction
  • Create and manage corrective action/performance improvement plans
  • Serve as the Department of Human Services Office of the Inspector General (DHS OIG) Liaison, coordinate reporting and investigation processes
  • Serve as a Department of Human Services Critical Incident Reporting and Analysis System (DHS CIRAS) reporter
  • Monitor and manage program committees for compliance and effectiveness
  • Assemble and Chair the Quality Enhancement Committee
  • Supervise direct report(s), responsible for overall performance and achieving targeted results

Manage technology solutions supporting the Program team.

  • Manage and maintain program focused technologies including the Electronic Health Record and related systems
  • Collaborate with other departments and systems to ensure compatibility.
  • Manage implementation and training for new technology projects including expansion of existing products and addition of new products
  • Monitor effective use/data quality of program technologies; provide management feedback
  • Keep abreast of program focused technologies and best practices

Requirements

Required Education & Experience:

  • Bachelor’s degree in a social services or healthcare related field
  • 3 years experience managing regulatory/compliance reviews
  • 3 years progressive experience in program/quality management
  • Experience with people who have developmental disabilities
  • Experience conducting event review/analysis
  • Experience writing policies and standard operating procedures
  • Experience coordinating large, multi-team projects
  • Experience collecting, analyzing, and reporting data

Additional Licensing/Certifications:

  • Valid Driver’s License with good driving record.

Required Skills, Knowledge & Abilities:

  • Effective oral and written communication skills; ability to write reports and business correspondence.
  • Ability to effectively present information and respond to questions from families, employees, and the public.
  • Ability to influence others through collaboration.
  • Excellent computer skills including MS Office – Word, Excel (including formulas, graphs, and pivot tables), Power Point and Outlook
  • Experience using Electronic Health Record and/or similar software
  • Knowledge of the methods and practices of sound records management; ability to prepare and maintain records.
  • Ability to read, analyze, and interpret general business periodicals, professional documents, technical procedures, and regulations.
  • Familiarity with regulatory bodies and associated rules, regulations and standards including HIPAA, IL/WI DHS, DRS/DVR, CQL
  • Ability to deal tactfully and courteously with employees at all levels, families, and the general public.

Preferred Education, Experience, Skills, Knowledge & Abilities:

  • Master’s degree in a social services or healthcare related field
  • 5 years experience managing regulatory/compliance reviews
  • 5 years progressive experience in program/quality management
  • Experience configuring and maintaining software programs; Therap experience at plus
  • Quality related certification or education such as CHQP or Six Sigma (Services/Transactions focused)
