Job Summary

Under general direction and in compliance with standard operating procedures and policies, provides graphic and branding support to City departments by creating and delivering promotional and informational graphic material. Conceives, designs, and executes graphics & marketing projects which include posters, advertisements, billboards, programs, invitations, signs, banners, maps, logos, web graphics, social media graphics, newsletters, and presentations.

  • Develop Graphic Designs: Collaborate, brainstorm, and strategize on a wide range of materials that may include web pages, presentations, signage, internal communications, newsletters, and marketing materials. Translate strategic direction into high-quality design within an established brand identity. Meet with applicable staff to discuss and develop creative strategy for each project. Gather information including key facts, objectives, primary message, audience, and budget. Obtain input from managers to ensure that designs meet organizational standards and brand expectations, express ideas accurately, and represent the City and client appropriately.

  • Update and Maintain Internal Databases: Manage uploading process for all design project materials, based on best practices and an approved content management system. Maintain the City’s photo asset bank to include uploading, labeling, and categorizing all photos for future project use.

Perform other duties as assigned.

Job Requirements

  • Bachelor’s degree in graphic design, marketing, communications, journalism, or related field.
  • Minimum of two (2) years of experience in graphics, digital media, and printing processes.
  • Expert level knowledge and competency in graphic design using Adobe Creative Suite.

Driver's License Requirements

  • Valid South Carolina Class D Driver's License.

Performance Requirements

Knowledge of:

  • Design software (i.e., Adobe Creative Suite - Illustrator, InDesign, Photoshop, etc.) to create graphic collateral for a cohesive brand strategy and presentation of marketing materials.
  • Social media platforms (e.g., Facebook, Twitter, Instagram, etc.) and proficiency in managing content.
  • Website maintenance, including editing and graphic design elements. 
  • General photography and editing methods to support social media and advertising.

Ability to:

  • Deliver high-impact graphic design that adheres to the brand and keeps target audiences in mind.
  • Participate in design concept meetings and partner directly with requesters to deliver high-quality content and assets.
  • Coordinate with outside vendors to deliver and manage assets for all marketing campaigns, including print, large-format signage, and advertising for online, print, radio, and television.
  • Manage social media content and calendar in coordination with internal staff.
  • Stay abreast of trends in graphic design and digital media.
  • Establish and maintain effective working relationships with City departments, public, and key stakeholders.
  • Apply principles of written communication, graphical layout, and multimedia techniques appropriate to print and digital collateral, ensuring that work products are clear, usable, and effectively convey the intended messages and information.
  • Work independently, exercise effective judgment and professional thinking.
  • Prioritize workload and manage time efficiently, meet deadlines and complete assignments in a timely manner.
  • Successfully complete time-sensitive and/or high-profile projects through collaboration, consensus, and creativity.
  • Operate general office equipment to include scanner, printer, copier, telephone, and computer with Microsoft Office Suite.
  • Utilize specialized software and systems to include lights and graphic design software (Adobe Creative Suite, to include Photoshop, Illustrator, InDesign, Lightroom and Acrobat), social media platforms (e.g., Facebook, Twitter, Instagram, and Hootsuite).

Working Conditions

Primary Work Location: Office environment, vehicle, and outdoors at special events.

Occasional exposure to unpleasant environmental conditions and/or hazards. Occasional outside work. Seasonal exposure to extreme temperatures and wetness and/or humidity.

Physical Demands:

Continuously requires vision, hearing, and talking. Frequently requires fine dexterity and sitting. Occasionally requires standing, walking, lifting, carrying, reaching, handling, pushing/pulling, and climbing. Light strength demands include exerting up to 20 pounds occasionally, 10 pounds frequently, or negligible amounts constantly AND/OR walking or standing to a significant degree.

Mental Demands:

Frequently requires time pressures, frequent change of tasks, irregular schedule/overtime, performing multiple tasks simultaneously, working closely with others as part of a team, and tedious or exacting work. Occasionally requires emergency situations and noisy/distracting environment.
