DutiesAs a Quality Assurance Specialist, You Will
  • Analyze quality data to detect unsatisfactory trends or conditions and weaknesses in the quality system.
  • Review the contractor's production activities and capabilities in light of contract quality requirements; ensure that the contractor understands the contractual requirements; and review the contractor's written quality or inspection procedures (when required by the contract) for adequacy.
  • Assess the contractor's Quality Assurance (QA) program cost and schedule and program/project QA performance and provide oral and written evaluations for award fee determinations.
  • Ensure product quality relative to the operations and procedures for receipt, storage, preservation, packaging, packing, handling, and issue of material required by and acquired for Department of Energy (DOE) programs.
  • Evaluate preservation and packaging procedures, processes, and equipment in supply and storage operations; verify that products offered to the Government comply with contractual requirements before they are accepted.
  • Evaluate characteristics affecting usability of material in stores; and investigate customer complaints and deficiency reports and provide identification of causes to appropriate activities.

  • This position requires a valid driver's license as a condition of employment.
  • This position is a Testing Designated Position (TDP) subject to applicant testing and random drug testing thereafter. Failure to test or a positive result on random drug tests conducted after appointment may result in removal from Federal employment.
  • A preliminary background check must be completed before a new employee can begin work. Current Federal employees or other individuals with an existing completed background investigation may not be required to undergo another background check.
  • This position has been designated as Critical- Sensitive and requires a security clearance at the Tier 5 LEVEL. The incumbent is required to obtain and maintain this clearance; failure to do so may result in separation from federal service.
  • This position is included in a Bargaining Unit.
  • Must obtain and maintain a government Purchase Card.
  • Required to meet COR Level I and II certification requirements within a reasonable period of time (typically 24 months) from the date of placement in the position.
  • Position is included in the Department of Energy's Technical Qualification Program (TQP).
  • Required to meet core, position, and site specific technical qualification standards within a reasonable period of time (typically from 12 to 18 months) from the date of placement in the position.
  • Position requires to be on-call and must live within 60 minutes of the duty location.
QualificationsSPECIALIZED EXPERIENCE REQUIREMENTS:GS-11: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-9 in the Federal service. Specialized experience for this position is defined as meeting ALL of the following:
  • Performing facility, site, or office inspections to ensure quality assurance guidelines and contract requirements are being met.
  • Reviewing written quality or inspection procedures for adequacy and evaluating the implementation and effectiveness of the procedures.
  • Participating in and documenting compliance audits and surveillances related to quality assurance programs.
OR Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. Your education must demonstrate the knowledge, skills, and abilities necessary to do the work. For this position, this is defined as a degree in quality assurance, statistics, mathematics, production management, industrial management, computer science, engineering, engineering technology, physical sciences, textiles, or other fields related to the position.
ORCOMBINATION: You may qualify on a combination of education and experience, the total percentage of experience at the required grade level compared to the specialized experience requirement, as well as the percentage of completed education compared to the educational requirement must equal at least 100 percent.
GS-12: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-11 in the Federal service. Specialized experience for this position is defined as meeting ALL of the following:
  • Providing technical and administrative support on the oversight of facility maintenance contracts.
  • Preparing quality assurance program progress, inspection, and status reports using various software systems and databases.
  • Assessing contractor quality assurance program performance and coordinate corrective action plans.
"Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Time-in-Grade: Current Federal employees must meet time-in-grade requirements by the closing date of this announcement to receive consideration.
CTAP/ICTAP candidates: To be considered "well qualified" you must (1) meet all of the requirements as described in this section; and 2) be rated "well-qualified", which is defined as having a score of 85 or better.
