DescriptionThe mission of Kentucky Cabinet for Health and Family Services (CHFS) is to be a diverse and inclusive organization providing programs, services, and supports that protect and promote the health and well-being of all Kentuckians and their communities.
The Division of Procurement and Grant Oversight (DPGO) is responsible for procuring the Cabinet's goods and services, the footing on which the Cabinet's vital programs and services are built. DPGO touches all departments within CHFS, working in collaboration on their procurements and purchases, supporting their efforts to protect and promote the health and well-being of all Kentuckians and their communities. This position is in the Non- Professional Services Acquisition Branch.
The ideal candidate is a self-starter, willing to dig in, learn, and carry out a program responsibility; has great interpersonal and communication skills to help the individual needs of departments and their obtaining procurements; able to change-it-up when working through issues, seeking to resolve issues that arise; and has an eye for the detail, while staying organized!
Responsibilities Include, But Are Not Limited To, The Following
  • Develops, implements, and interprets policies relative to the management of contractual services.
  • Assists in development, evaluation, and award of non-professional services contracts.
  • Monitors services and provides contract oversight on all Cabinet non-professional services contracts.
  • Collaborates with program staff to analyze each program's needs and determines procurement implications and develops procurement strategy.
  • Reviews, analyzes, drafts, and monitors documents for Executive Staff to ensure compliance and conformity with statutes, policies, and procedures related to procurement issues.
  • Provides functional supervision in implementing procurement policies.
  • Researches, reviews, interprets, and maintains an advanced knowledge of federal and state statutes and regulations, grant requirements, and procurement policies. Advises management of any changes and/or implication of proposed legislative changes and make recommendations to remain in compliance.
  • Serves as liaison between Executive Staff and other offices, agencies, departments and organizations with respect to procurement issues.
  • Prepares written correspondence and status/ad hoc reports.

  • Previous eMARS experience is a plus.

Minimum RequirementsEDUCATION: Graduate of a college or university with a bachelor's degree.
EXPERIENCE, TRAINING, OR SKILLS: Five years of purchasing experience.
Substitute EDUCATION for EXPERIENCE: NONE
Substitute EXPERIENCE for EDUCATION: Additional experience in purchasing, administrative, accounting, procurement or a related field will substitute for the required education on a year-for-year basis. Certification as a Certified Professional Public Buyer (CPPB) from the Universal Public Certification Council will substitute for one year of the required education. Certification as a NIGP Certified Procurement Professional (NIGP-CPP), or Certification as a Certified Public Procurement Officer (CPPO) from the Universal Public Certification Council, or Certification as a Certified Grants Management Specialist (CGMS) from the National Grants Management Association will substitute for two years of the required education.

This job has an initial and promotional probationary period of 6 months, except as provided in KRS 18A.111.
