REQUIREMENTS AND PREFERENCES

The Broward County Board of County Commissioners is seeking qualified candidates for Building Manager (Facilities Management Division).

The Broward County Public Works Department, Facilities Management Division, provides program and administrative management of the maintenance and repairs, roads and grounds, utilities, minor renovations and capital maintenance, cleaning, paid parking, security and real property management of all County facilities and properties.
The Division, which is responsible for the management of over 270 County owned and operated facilities seeks a highly skilled and experienced Plumber. Incumbent must be able to report to work in any one of the Division's district offices throughout the county.
Under general supervision, employee performs field and office work required to manage an assigned portfolio of county owned or leased properties of varying sizes and complexities.
Employee responds to tenant complaints, contacts tenants to investigate complaints and determines corrective action needed; completes necessary records, explains procedures, and determines physical condition of property; conducts follow-up visits to assure compliance with recommendations for corrective action.
Employee routinely inspects facilities noting conditions of all components, including, but not limited to, roofs, grounds, structural adequacy, general cleanliness, waste management, pests control conditions, preventive maintenance programs and appearance of building exterior and interior; notes maintenance needs; creates necessary work orders, inspection reports, capital project justification forms and emails.
Employee routinely inspects service provided through service contracts, including, but not limited to, grounds maintenance, janitorial services and pest control, for compliance with contractual agreements; notes deficiencies in services; creates necessary notice of noncompliance forms, inspection reports and emails; maintains service contract files in accordance with county regulations.
Employee supervises county and contract workers in the maintenance of all components of county facilities; instructs workers in proper methods and procedures; inspects job sites for proper completion of tasks and creates necessary reports.
Employee plans and implements projects and work methods; estimates time and materials required for proposed jobs and determines specifications; acts as liaison with contractors and receives proposals from them; creates and submits requisition forms; keeps records and project status reports.
Employee serves as point of contact between the division and its customers, both internal and external; undertakes any and all administrative work and paperwork necessitated by the management of the assigned portfolio of buildings; utilizes Adobe, Excel, Outlook, Word, computer maintenance management system and other office and electronic devices/systems to complete assigned work.

General Description

Highly responsible supervisory and technical duties in planning and implementing diverse aspects of property management for an assigned County facility or facilities.

Works independently, under limited supervision, reporting major activities through periodic meetings.
Minimum Education and Experience Requirements
Requires an Associate's degree from an accredited college or university with major coursework in public or business administration, planning, engineering or closely related field.
(One year of relevant experience may be substituted for each year of required education.)
Requires four (4) years' experience in facilities management including one (1) year of supervisory and administrative experience.

Special Certifications and Licenses

Possess and maintain a valid Florida Driver's License Class E for duration of appointment.
Preferences

  • Bachelor's or higher degree in public or business administration, planning, engineering or closely related field.
  • Certificate, credential or designation from a recognized program with a facilities management focus, such as IFMA or BOMA requiring periodic recertification.
  • Credential from LEED as a Green Associate or Accredited Professional requiring periodic recertification.
  • One-time certification from a recognized program with a facilities management focus, such as IFMA or BOMA.
  • Three (3) years of experience managing commercial, institutional or similar complex buildings and facilities.
  • Two (2) years of experience with computerized maintenance management system such as AIM.
  • Two (2) years of project management experience.
  • One (1) year of experience using PeopleSoft procurement or similar finance modules.

DUTIES AND RESPONSIBILITIES

The functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the job as necessary.

Interacts, establishes and regularly maintains working relationships with customers including elected and appointed officials.

Delegates and assigns daily workload/work orders for subordinate employees stationed in various facilities within assigned property portfolio.

Performs routine inspection of building infrastructure, mechanical equipment and life safety systems to find deficiencies and generate corrective action plans.

Evaluates contractor performance, authorizes/declines payment on said services based on quality.

Performs project management on assigned capital improvement projects. Develops scope of work, procurement submittal, notice to proceed, construction, punch list and warranty activity.

Conducts meetings with contractors to negotiate materials and services based on needed scope of work and budget.

Reviews internal audits and develops individual corrective action plans to ensure compliance for certifications and/or board standards in applicable facilities.

Evaluates facilities to develop capital improvement plans.

Develops and administers Facility Management specific training classes for division and other county agencies.

Prepares purchase requisitions.

Provides input on budgetary decisions and assists in the financial process for developing capital and maintenance plans.

Performs related work as assigned.
