BACKGROUNDThe National Biodefense Analysis and Countermeasures Center (NBACC) is a one-of-a-kind facility dedicated to defending the nation against biological threats. Its work supports DHS and National biodefense preparedness planning, response, emerging threat characterization and bioforensic analyses. It is the first national laboratory created by DHS in response to biodefense gaps identified following the Amerithrax attacks of 2001 and has been operated by the Battelle National Biodefense Institute (BNBI) since 2006. Since its inception, NBACC and its staff have filled critical shortfalls in our scientific knowledge of biological agents needed to protect the public and defend the Nation from biological threats, whether naturally occurring, accidental, or deliberate and provided federal law enforcement with scientific data to support the investigation and attribution of biocrimes and protection of the US bioeconomy.
NBACC includes two centers: the National Bioforensic Analysis Center (NBFAC), which conducts the technical analyses in support of federal law enforcement investigations, and the National Biological Threat Characterization Center (NBTCC), which conducts experiments and studies to obtain data required for a better understanding of biological vulnerabilities and hazards. Together these centers offer a unique national resource for understanding the risks posed by biological agents and emerging technologies to inform biodefense policy and response planning and the operational capability to support the investigation, prosecution, and prevention of biocrimes and bioterrorism.
PRIMARY FUNCTION
Serves as Environmental Health and Safety Manager on prime DHS contract. Responsible for developing, coordinating, monitoring performance, and taking necessary corrective actions to the BNBI Health & Safety programs, including development of policies, plans, and operating procedures for work conducted in biocontainment laboratories (up to BSL-4 level) and work conducted in non-laboratory environments (industrial and office spaces). Identifies and interprets regulatory requirements and DHS management directives applicable to the NBACC operations and incorporates these requirements into NBACC operating procedures and oversight program to facilitate compliance. Advises project personnel regarding means of assuring compliance and directs personnel as needed to accomplish compliance requirements. Serves as the Health & Safety Officer for NBACC operations.

MINIMUM REQUIRED QUALIFICATIONS

• Requires a Bachelor's degree and 10 years of relevant experience or equivalent experience in biosafety or a related field, or a Master's degree and 8 years of relevant experience.
• Requires 8 years of experience in the development and operation of Health & Safety programs with a focus on laboratory environments.
• Requires 5 years of experience in high and maximum biocontainment laboratory environments, supervising staff, developing activity-based budgets, and managing subcontractors.
• Certified Industrial Hygienist (CIH), Certified Safety Professional (CSP), Registered Biosafety Professional (RBP), and/or Certified Biosafety Professional (CBSP) are preferred.
• Must demonstrate an excellent ability to manage staff, work under pressure, speak and write clearly, and persuade others to accept feasible and logical alternatives.
• Skills and experience to support laboratory activities and work in accordance with NBACC’s management systems (e.g., ISO, SHEMS).
• Must be a citizen of the United States, able to obtain and maintain an interim secret clearance leading to a top-secret clearance and suitability for DHS.
• Participation in the Immunization Program, Medical Surveillance Program, and/or enrollment in the Personnel Reliability Program (PRP) may be required, dependent upon position and/or business needs.
• May be required to participate in NBACC’s alternative work schedule and/or on-call schedule, dependent upon business needs.

PRIMARY RESPONSIBILITIES

• Develops innovative solutions to resolve/prevent health and safety issues and to identify opportunities for continuous improvement.
• Serves as one of the BNBI Safety, Health, and Environmental Management System (SHEMS) Coordinators to maintain conformance with ISO 45001 and 14001.
• Creates a Health & Safety environment which encourages staff participation and helps to create a "questioning" approach to NBACC activities.
• Develops policies, plans, and procedures which address the health and safety aspects of all NBACC activities.
• Serves as the process owner responsible for development and implementation of environmental management processes and procedures.
• Identifies any necessary mitigating controls to allow work to precede within acceptable risk levels.
• Assesses level of NBACC compliance with applicable Health and Safety requirements.
• Identifies resources necessary to implement health safety programs and monitors their implementation to track NBACC compliance status.
• Provides direct support, guidance, and advice to staff with respect to all Health & Safety matters.
• Serves as an alternate NBACC Emergency Manager.
• Must be a team player, communicate clearly, be open to hearing ideas and suggestions from others, diffuse situations, and exercise empathy and patience with colleagues.
• Must have the ability to multi-task, maintain composure under pressure, and utilize effective time management skills to prioritize tasks.
• Must be a self-starter driven by an eagerness to succeed, maintain flexibility, adapt to change in a productive and positive manner, learn new concepts, and utilize critical thinking to resolve complex problems.
• Maintains appropriate records.
• Performs other assigned duties.
