Description

Under the general direction of the Director of Land Information develop plans, review land divisions, prepare recreation grants, write staff reports and revises land use control ordinances. Responds to day to day public inquiries regarding local zoning, land divisions, and parks and trails development issues. Provides staff support to the Director of Land Information and the UW-Extension Education, Agriculture, and Recreation Committee.

Examples of Duties

The following duties are normal for this position. These are not to be construed as exclusive or all?inclusive. Other duties may be required and assigned.

  • Serves as the sole Principal Planner for the County and serves as the acting Land Information Director in his or her absence
  • Review and approve land divisions based on local zoning and County subdivision ordinances
  • Performs and manages complex and sensitive professional planning projects, research and analysis
  • Assists the Land Information Director with overseeing and developing the Parks & Trails facilities
  • Oversees preparation of Comprehensive Plan and Farmland Preservation Plan
  • Oversees preparation and development of County’s Outdoor Recreation and Open Space Plan
  • Develops amendments or re-writes of various county ordinances
  • Oversees preparation and submission of annual WI DNR Knowles-Nelson Stewardship grants as well as other recreational grants for parks and trails projects
Assists Land Information Director with budget preparation and administration
  • Assists Land Information Director with developing the department’s 5-year Capital Improvement Plan (CIP)
  • Represent the department and/or County on Special Committees
  • Serves as advisory staff to the UW-Extension Education, Agriculture, and Recreation Committee and completes special projects as assigned
  • Serves as the County representative on the Friends of the Gottfried Prairie and Arboretum Board
  • Attends numerous monthly evening meetings

Typical Qualifications

Desirable Knowledge:

  • Thorough knowledge of specialization such as land use planning/zoning, transportation planning, environmental planning, urban design, housing, , historic preservation or economic development
  • Pertinent federal, state and local laws, codes and regulations including recent changes
  • Principles and practices of supervision, training and personnel management
  • Budgeting procedures and techniques
  • Knowledge of local government procedures and practices
  • Knowledge of computer programs and applications, which may include Microsoft Office, Internet applications, econometric or transportation modeling, and database management
  • GIS programs and applications
Desirable Skills:
  • Must be innovative, detail-oriented, experienced in highly visible/controversial projects
  • Strong interpersonal skills to develop good working relationships with staff, officials and stakeholders and to resolve complaints
  • Strong analytical skills to interpret research data for reports and apply mathematic techniques
  • Reading comprehension to understand technical and legal materials.
  • Ability to provide effective supervision and staff management
  • Effective written and verbal communication skills
  • Ability to manage and conduct in-person and virtual public participation activities, meetings and hearings

Education/Experience Requirements:
Qualified candidates will possess a Bachelor’s degree in Planning and at least 5 years in local government administration and/or the planning profession. At least two years of supervisory experience is required. A Master’s Degree with major coursework in Public Administration, Business Administration, Planning, or other related degree is preferred. AICP Certification preferred.
