Distinguishing Characteristics of the Class

A Facilities Technician supervises the maintenance, repair and alteration of public buildings and equipment, city-wide. The technician is responsible for estimates of labor and material costs, the preparation of plans, and the quality of skilled and non-skilled workmanship on all building and building equipment repairs, remodeling and new construction. This person may oversee the operation and maintenance of boilers and auxiliary equipment. Supervision is exercised over a small to moderate sized crew. Work is performed with some independence, but under the general supervision of the Facilities Operations Manager who evaluates work on the basis of results obtained.

Illustrative Examples of Work:

  • Plans, organizes, supervises, inspects and evaluates the work of building maintenance crews involved in performing HVAC, plumbing, electrical, fire systems, SECURITY EMS systems;
  • Plans and manages work schedules and supervises staff to meet deadlines and objectives in the maintenance and repair of building and facilities;
  • Coordinates work with other City departments or tenants;
  • Estimates labor and material cost;
  • Receives and investigates emergency calls including electrical plumbing, HVAC, fire systems and Security Systems, alarm systems, Emergency Generators, etc.;
  • Supervises the maintenance of job reports and cost on work performed by the division;
  • Manages budget, provides input and recommendations/options for field issues;
  • Provides cost estimations, obtains outside cost proposals;
  • Maintains and provides data regarding workload and material inventory problems and highlights;
  • Provides excellent customer services and interacts within the department, other departments/agencies, vendors, contractors, and the community via phone, e-mail, in the field to inform and resolve issues, conflicts, damages, and safety hazards by providing necessary and pertinent information;
  • Performs related work as required.

Essential Knowledge, Skills and Abilities:

  • Thorough knowledge of building maintenance and repair methods and requirements;
  • thorough knowledge of work standards and practices in various building trades;
  • thorough knowledge of mechanical equipment, air conditioning, refrigeration, fire systems, standby emergency power, preventive maintenance programs and water treatment systems;
  • thorough knowledge of contracting;
  • thorough knowledge of applicable Federal, State and City Building Codes or laws, or the ability to readily acquire such knowledge;
  • good knowledge of the plumbing and electrical trades;
  • skill in arithmetical computations;
  • skill in the use of a variety of tools used in building trades;
  • ability to plan and direct the work of a variety of building service employees including skilled workers;
  • ability to read and interpret building plans and specifications, and to draw plans and write specifications for building repair and minor building construction work;
  • ability to establish and maintain effective working relationships with employees, public officials, contractors, and the public;
  • ability to inspect and evaluate the work done by skilled workers and others employed on construction repair projects;
  • ability to perform work under adverse weather Operates and tows heavy equipment including snow removal equipment.

Minimum Qualifications:

  • Completion of high-school-level courses in arithmetic and English, supplemented by trade or vocational school technical courses in maintenance procedures and standards
  • Experience in building construction and maintenance work, including some experience in a position equivalent to a Building Systems Technician, or any equivalent combination of experience and training which provides the required knowledge, skills and abilities.
  • Valid Drivers License in state of residency
  • Ability to obtain licenses related to facilities.

Preferred Qualifications:

  • Two years of college;
  • mechanical engineering and strong HVAC background or
  • Master Mechanical License and Universal refrigerant recovery license.
  • Commercial Driver’s License.

Hours: This is a full-time position, Monday through Friday from 7:00 a.m. to 3:30 p.m.

Salary & Benefits: $49,685 - $71,101, depending on qualifications.
