Job Title: Accountant

Department: Financial Services

Reports to: Director of Financial Services

Work Calendar: 240 days

Classification: Specialist I

FLSA Status: Exempt

Job Summary: The job is primarily accounting with substantial system implementation & maintenance, account and budget analysis responsibilities.

Essential Job Functions:

  • Responsible for month-end close, reconciliations, and journal entries for all accounts, including income statement and balance sheet.
  • Cash Management including projection, investment recommendations, maintaining check signers across the district and other banking services
  • Monitor and reconcile general ledger activity, subsidiary systems and balances.
  • Responsible for fixed asset accounting, including capital expenditure reporting and analysis.
  • TimeClock Plus, P-Card System and other system administration processes
  • Sub-System reconciliations
  • Maintain positive open lines of communication with all management, staff and other departments in order to contribute to the smooth flow of information and efficient operations of the district.
  • Associated Student Body accounting, journal entries and cash reconciliation review
  • Processing district reporting for MAC claiming and E-Rate (USAC)
  • Maintaining subsidiary ledgers to general ledger including accounts receivable
  • Recognition of revenue for all funds and management of aging process
  • Communication with Director to identify business risks and resolve issues.
  • Perform self-review of work to identify problems and solutions.
  • Responsible for debt accounting, pension plan and retirement benefit plan accounting and reserves accounts.
  • Assist grant accountant with grant-related post-award functions, including invoicing and accounts receivable, reviews general ledger transactions to ensure accuracy and complete journal entries.
  • Review and analyze financial data for accuracy.
  • Collaborates with other staff members, school staff, independent audit staff, external agencies, etc., for the purpose of responding to questions with system set-up, fund audits and/or preparing work assistance, manuals, policies and procedures for use by district staff.
  • Prepare various analyses as needed for financial and budget reporting.
  • Complete variety of government reports as required.
  • Assist in automation projects and recommend modifications/improvements to complete system application.
  • Performs other related duties as assigned. 

Qualifications:

Experience Required: CPA preferred and course work in governmental accounting is a plus. Four years of progressive accounting experience in governmental accounting. Proficiency in Microsoft applications including Excel and Word, with Access a Plus.

Must possess the education and/or training to perform and acquire knowledge of:

  • General Accepted Accounting Principles and Procedures (GAAP)
  • Generally Accepted Government Auditing standards
  • Generally Accepted Auditing Standards
  • Government Accounting Standards Board Standards
  • Analysis principles and practices

Must possess the mental and physical skills and abilities to:

  • Analyze and interpret budget and financial data, agreements and contracts and develop recommendations to improve routines and procedures in area of assignment.
  • Maintain complex data using advanced skills in spreadsheet, database and word processing (Microsoft products)
  • Prepare a variety of financial statements, reports and analyses.
  • Communicate effectively, both orally and in writing with employees, vendors, customers and the public using tact, courtesy and good judgment. Work effectively as a team member.
  • Coordinate and perform designated duties under high stress conditions and maintain multiple priorities to meet established deadlines while maintaining accuracy and attention to detail and with minimal supervision.
  • Perform using integrated computerized financial system.
  • Work a flexible schedule including evening and weekend hours.
  • Ability to perform tasks as assigned. 
  • Skills, Knowledge and/or Abilities Required: Skills to manage personnel, oversee programs, communicate effectively, problem solve. Knowledge of personnel issues, labor law and other related legal issues. Abilities to sit for prolonged periods, provide direction others and make independent judgments, keep and maintain accurate records, meet deadlines, communicate with individuals of varied cultural and educational backgrounds, communicate in oral and written form.
  • Education Required: Master’s in business administration is preferred, Bachelor’s degree with an emphasis in accounting, finance or business is required.
  • Licenses, Certifications, Bonding, and/or Testing Required: Oregon Fingerprint and Criminal Check clearance. Member of Oregon Association of School Business Officials.
