City Of Escondido is Hiring a Maintenance Specialist (Carpenter's Helper) Near Escondido, CA

Summary(TEMPORARY - Part-Time Position - 1500 hour, PERS eligible) Under general supervision, performs a variety of manual or semi-skilled duties related to construction, maintenance and repair of City facilities; operates light power equipment; performs related work as required.
Key Responsibilities
The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.
General Functions Performed Under DirectionPerforms a wide variety of semi-skilled construction, and maintenance work, including, painting, dismantling or demolition.
Operates hand and portable power tools.
Operates motor-driven equipment and trucks on streets, highways and over terrain.
Uses chemicals and/or other supplies including selecting lumber and proper supplies for the task at hand.
Maintains simple records.
Uses computer for work reporting and information access.
Cleans, maintains and stores equipment.
Reads and interprets blueprints, sketches, verbal and written directions
Performs related work as required.
Qualifications Knowledge of: Tools, equipment, materials and techniques used in construction and maintenance.
General construction and maintenance procedures and methods.
Basic electrical safety
Safe working practices.
Use of hazardous chemicals common to construction and maintenance activities.
Principles of customer service.
Ability ToPerform strenuous physical work with agility and endurance.
Work in cooperative manner with others and contribute to a successful team effort.
Use and properly operate assigned tools and equipment.
Operate assigned trucks and equipment, observing legal and defensive driving practices.
Understand and follow oral and written instructions.
Read, write and understand English to follow safety precautions and procedures.
Demonstrate an awareness and appreciation of the cultural diversity of the community.
Establish and maintain effective working relationships and contribute to a cooperative team effort.
Minimum Requirements Education/Training: Graduation from the 12th grade or equivalent.
ExperienceOne-year (full-time equivalent) experience performing general maintenance, including six months (full-time equivalent) manual labor experience involving the use of hand tools and portable power tools.
License, Certificate Or Other RequirementsValid Class “C” California driver’s license at the time of application.
Special RequirementsIncumbent must complete all necessary department safety training, as required.
Safety regulations prohibit incumbents from wearing contact lenses when working with certain chemicals. Incumbents in positions requiring use of a respirator are prohibited from wearing beards or other facial hair which prevents a proper respirator fit.
Incumbents will be required to work on roofs. They must pass a fall protection class within 3 months of employment and be fitted to safety harness equipment required for the task.
In addition to the above, essential functions of all positions require the following physical, environmental and communication demands. Specific position requirements may vary.

Physical Demands & Working Conditions The conditions herein are representative of those that must be met by an employee to successfully perform the essential functions of this job. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential job functions.
Environment: Indoor work to perform record keeping and computer tasks; outdoor work in all types of weather including extreme heat and humidity, cold and rain; work in and around heavy traffic conditions and very loud noise of construction equipment; continuous exposure to moving mechanical parts, electrical shock, and vibration from equipment and tools; occasional exposure to hazardous materials and substances including chemicals, blood borne pathogens, and animal bites; positions may require working at heights above the ground, work below ground, and/or in confined spaces.
Physical: Incumbents must be able to exert physical strength for prolonged periods of time. Due to the physical nature of this position, the majority of tasks performed by incumbents involve a combination of two or more simultaneous physical operations requiring but not limited to the following:
CONTINUOUS: sitting, standing, walking, climbing, stooping, kneeling, reaching, handling, fingering, grasping and hearing; lifting and carrying of tools and equipment weighing up to 75 lbs.; pushing/pulling of tools and equipment up to 25 lbs.
FREQUENT: balancing, crouching and talking; pushing/pulling of tools and equipment weighing up to 50 lbs.
OCCASIONAL: crawling, smelling; lifting, carrying, pushing/pulling of tools and equipment weighing up to 100 lbs.; lifting and carrying tools and equipment weighing over 100 lbs. with assistance.
VISION: See in the normal visual range with or without correction; vision sufficient to see work orders and service requests, field conditions, equipment dials and gauges; operate vehicles and equipment; monitor traffic conditions and mix chemicals.
Hearing: Hear in the normal audio range with or without correction; ability to monitor sounds for equipment malfunction; hear back-up alarms on trucks and other equipment, telephone and radio transmissions, and calls for assistance from others.
Speaking: Communicate in English in person, by and radio to communicate with both the public and co-workers.

SELECTION PROCEDUREApplications will be screened and the most qualified candidates will be invited to appear for testing. All positions require the ability to read, write and speak English. Types of tests may include written and/or oral examination, physical agility, practical exam or other appropriate job-related selection process. When testing is completed, candidates will be ranked on an eligibility list in the order of their test score. Selection for appointments is made from names certified on the eligibility list.
All appointments are subject to the successful completion of background investigation including LIVESCAN fingerprinting, and will be required to submit verification of the legal right to work in the United States. Qualification by a medical examination will be required at the time of appointment. After appointment, classified employees must satisfactorily complete a probationary period to be eligible for regular status. In accordance with the Immigration Reform and Control Act of 1986, all new employees must produce proof of eligibility to work in the United States within the first three days of their employment. The City of Escondido participates in E-Verify®.
The Loyalty Oath will be administered to all new employees on their first day of hire. New employees hired into positions that require a driver's license must provide proof of a valid California Driver's License of the appropriate class level on their first day of employment.
