THE CITY OF ENUMCLAW
Located 45 miles southeast of Seattle on a plateau of agricultural and forested land nestled against the foothills of the Cascade Mountains; the City of Enumclaw serves as the “Gateway to Mt. Rainier”. The City enjoys the best of a rural lifestyle, yet is close enough to the Seattle metropolitan area to provide easy access to many cultural amenities. Enumclaw is intersected by three State Transportation Routes, SR169, SR164, and SR410 with the recreational opportunities afforded by the Cascade Mountains and Mt. Rainier just minutes away.
With a total operating budget of approximately $86 million the City of Enumclaw is proud to provide broad range of municipal services to its residents and businesses. In addition to the customary services of police, public works, community development, parks, arts and recreation, the City of Enumclaw operates its own Municipal Court, 911 dispatch, jail and swimming pool. The City contracts for the operation of the municipal cemetery and leases out the Enumclaw Golf Course and Enumclaw Expo Center to private operators. The City also operates and manages five utilities including water, sewer, solid waste, stormwater and natural gas.
The City of Enumclaw is fortunate to have an active and traditional downtown that adds to a pervasive sense of community identity. Recent commercial and industrial development activity has enhanced its vitality and set the stage for continued growth. The City has festivals, beautiful parks and a strong community-supported school district. Local business owners and the community choose to live in Enumclaw for its wonderful quality of life, scenic setting and proximity to outdoor recreation.
THE DEPARTMENT
The Finance Department is made up of 6 full-time employees, including the Finance Director. The positions include Finance Director, Accountant, Accounting Technician III – Payroll, Accounting Technician II – Utilities, Accounting Technician II – AP/AR and Administrative Specialist II.
The day-to-day functions of the department vary depending on the time of the month. Payroll and AP are processed twice monthly (10th and 25th), utility billing is completed monthly at the end of the month and utility shut offs are done on the 5th. The City of Enumclaw utility services include water, sewer, stormwater, solid waste, and natural gas. The Finance Department often works closely with Public Works on coordinating issues with utility customers regarding billing and a variety of service orders. Additionally, the department is responsible for the processing of passports, and pet licenses.
The Finance Department is currently in the middle of a software transition from Eden to Enterprise ERP (Munis) with an anticipated go-live date in early 2025.
THE POSITION
The Finance Director will report directly to the City Administrator and is part of a team of department directors collectively working to provide the best municipal services that available resources will allow.
The duties and responsibilities of the Finance Director shall be to perform complex professional, administrative, and technical accounting and finance duties. The Finance Director provides financial operations, planning and consulting services to the City Council, City Administrator, and other City departments and offices on specific municipal finance issues, budget preparation (annually), and consequences of fiscal alternatives and options.
IDEAL CANDIDATE PROFILE
The City of Enumclaw seeks a Finance Director with a track record of high achievement and a commitment to excel in his/her profession. The successful candidate should be a good listener and an effective communicator both verbally and in writing and have a sense of teamwork and cooperation. He/She will have a down-to-earth, easy-going attitude, a strong customer service ethic and be results-oriented.
The Finance Director should be self-motivated and have the ability to step back and see the big picture in which the organization operates. He or she should be both accessible and approachable to provide information, advice and consultation with the City Administrator, Department Directors, the Mayor, Councilmembers, Finance and various other City staff, government agencies and associations, as well as the general public. He or she should ideally have a strong background and training in personnel matters of hiring, performance review, workplace investigations and working with collective bargaining agreements.
A bachelor’s degree in accounting, business or financial administration and proficiency with Microsoft Word, Excel, PowerPoint and Outlook are required. Certified Public Accountant (CPA) and/or master’s degree preferred. Four years progressively responsible experience in accounting, financial management and cash management is highly recommended.
