CLASSIFICATION: Procurement Analyst

GRADE: Exempt; Regular Full-time

LOCATION: Bldg. 955, Contracts & Procurement Office, Eglin AFB, FL Hybrid

ESSENTIAL FUNCTIONS: The function of this position is to perform market research to assist in identifying procurement sources.

GENERAL DUTIES:

  • Analyzes and evaluates a variety of complex contracting issues, which may affect any area of the purchasing function and recommends solutions where appropriate.
  • Reviews and recommends changes to statements of work; assists in determining the appropriate type of contract; assists in establishing milestones; coordinates with technical experts.
  • Assists in the development of Request for Quotations (RFQ) and Request for Proposals (RFP).
  • Assists Buyers and Senior Buyers in the evaluation of quotations and proposals. Assists in the development of price/cost objectives for negotiations.
  • Explains/advocates small business policies and requirements to purchasing staff and customers.
  • Provides support, measures progress, and reports to management the progress of meeting contractual small business goals.
  • Must be a self-starter that is able to multi-task. Requires high level of professionalism and work ethics. This office is fast paced with very little down time and requires full participation and cooperation from all team members.
  • Must be able to use independent judgment to make decisions. Works under limited supervision.

OTHER DUTIES: Additional duties and responsibilities may be assigned by the supervisor as necessary to support contract/mission support requirements in job-related areas.

Job Requirements

EDUCATION/EXPERIENCE REQUIREMENTS:

  • Associates or Bachelor's Degree in business related field or 5 years procurement experience.
  • Excellent organizational and communications skills are required (verbal and written).
  • Excellent typing and data entry skills are required.
  • Familiarity with Federal Acquisition Regulations (FAR) and (DFARS) is highly desired.
  • Deltek Costpoint experience is desired. Personal computer skills related to purchasing and associated software are desired.

OTHER REQUIREMENTS: This position requires a National Agency Check with Investigation (NACI). All selected candidates must undergo and successfully pass a background investigation and drug test as a condition of placement into this position. Supports E-oms operational objectives. Observes company Quality, Safety, Environmental, Security and Administrative policies; supports Process Improvement.

WORK ENVIRONMENT: Duties are normally performed in a climate-controlled office environment.

PHYSICAL DEMANDS: This position will be subject to substantial movements (motions) of the wrists, hands, and/or fingers. Must be able to have close visual acuity to perform an activity such as: preparing and analyzing data and figures; viewing a computer terminal; and requires very little lifting or moving of heavy objects or materials. May require sitting for long periods of time.
