PLUMBING / Mechanical Inspector

Municipal Services

  • SUMMARY : Under general supervision of the City Administrator or designee, responsible for enforcement of duties in the inspection of new and altered plumbing installations;
  • to secure compliance of Illinois State Plumbing Code and all related ordinances; coordinates inspections performed. The Inspector participates with other inspectors in the administration and enforcement of the Municipal Code and related ordinances;

performs other duties as assigned.

ESSENTIAL FUNCTIONS : (Essential functions, as defined under the Americans with Disabilities Act, may include the following duties, knowledge, skills and other characteristics.

DUTIES AND RESPONSIBILITIES : (which are not in any hierarchical order)

Inspects and tests installation and repair of plumbing and sewer systems to enforce adherence to State codes, ensures that piping is properly sized, that all traps are vented, and potable water lines are guarded against cross connections;

ensures that shut-off valves are provided for all services and that emergency relief valves are properly installed.

  • Examines specifications, blueprints, and plans of plumbing and mechanical installations; checks such items as pipe size, fixtures, ventilation, and other plumbing details for compliance with codes, trade standards, and ordinances.
  • Discusses plumbing, sewer, and water systems and installations with contractors, property owners, and other interested parties, explaining and interpreting building codes and regulations.
  • Maintain correspondence with Water Department as to service leaks, curb box repairs and meter installations.
  • Performs plan reviews on residential and commercial jobs.
  • Administer cross-connection control program for city.
  • Reviews permit lists for assigned inspection district to see that no illegal plumbing or sewer work is being performed;

reviews and authorizes permits for plumbing, water and sewer installations.

  • Prepares daily, monthly, and other reports of inspections performed covering conditions found, actions taken, and recommendations made for further action as well as names of owners, builders, and addresses of inspections possible.
  • Maintains a database for all violators and documents correspondence sent to companies and citizens.
  • Maintains records of permits issued and monies collected.
  • Performs periodic inspections and investigates citizen complaints; creates a report from findings.
  • Performs periodic inspections and investigates weed problems; creates a report from findings.
  • Interprets and reviews codes, standards, and departmental regulations recommending changes when needed.
  • Serves as secretary to boards concerned with plumbing and mechanical codes.
  • Assists and trains other inspectors in the plumbing and mechanical code, if needed.
  • Performs periodic inspections with other departments - enforces related municipal codes.
  • Inspects and maintains records of backflow surveys and compliance of EPA regulations as to the protection of the potable water system.
  • Creates monthly reports and all other reports as required.
  • Operates city-owned vehicle.
  • Assists citizens with questions or concerns in the field.
  • Assists other city departments and performs duties in those departments as assigned.

KNOWLEDGE, SKILLS AND OTHER CHARACTERISTICS :

Knowledge of the most recent recognized regulations from the International Code Council.

Knowledge of city ordinances and SIU / USC Regulations for Cross Connection.

Knowledge of the materials, methods, and practices used in plumbing and mechanics.

Knowledge of information concerning applicable theories, principles, techniques, equipment and operations of all aspects of plumbing systems and inspections.

Ability to utilize personal computers and understand programs in order to complete projects.

Ability to utilize hand tools, i.e. shovel, probe, pick and natural gas detection device.

Ability to read and interpret building construction plans, blueprints and specifications and to recognize deviations from such plans in the construction process.

Ability to assist in formulating installation procedures from blueprints to job site application.

Ability to understand and follow oral and written instructions.

Ability to utilize organizational skills and deductive reasoning in performing inspections.

Ability to effectively communicate in a friendly and professional manner with those contacted throughout the course of the workday.

Ability to establish and maintain effective working relationships with employees, contractors, plumbers, engineers, and all related crafts in field installations, public officials, other government officials, business owners, and the general public.

Skill in writing professional and technical reports.

PHYSICAL REQUIREMENTS AND WORK ENVIRONMENT : There is frequent need to sit and drive, there is some need to walk, stand, climb, bend, talk or hear, use hands to finger, lift up to and over seventy-five (75) pounds and perform other similar actions during the course of the day.

Position may require working in confined spaces, i.e. sewer. The City of East Moline promotes a drug / alcohol free work environment through the use of mandatory pre-employment drug testing.

MINIMUM QUALIFICATIONS : Completion of a 5-year apprentice program thru an accredited technical school; State of Illinois Plumbing License by examination issued by Illinois Department of Public Health and a CCCDI license by Illinois EPA;

minimum 5 years plumbing experience; possess a mechanical certification through the International Code Council or the ability to obtain one a 12 month period.
