Job Summary

SUMMARY: This is administrative, supervisory and technical work in overseeing the functions of two (2) County Departments: Solid Waste Management and Fleet Management. The incumbent is responsible for ensuring compliance with all local, state and federal regulations and guidelines for the above functions of each department. Work involves coordinating and managing staff by overseeing daily operations and formulating departmental goals and objectives. Supervision is exercised over all full and part-time Public Works employees. This position reports to the Public Works Director.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Duties include but are not limited to:

  • Preparing, submitting, and presenting agenda items in the absence of the Public Works Director and or as directed requiring Douglas County Board of Commissioners approval through the County Administrator for policy changes, major purchases, fee structures, et cetera
  • Assisting in the preparation and presenting budget recommendations to the County Administrator and Board of Commissioners; monitoring and administering approved annual budgets for each Department.
  • Administering all departments under Public Works for correct procedural compliance of accounting, personnel, purchasing, and payroll functions of each
  • Assisting in the Supervision and Management of all Solid Waste and Fleet employees: good customer service; proper operations for landfill, transfer station, recycling operations; automotive functions including repair, maintenance, and fuel dispensing.
  • Monitoring solid waste and fleet programs for compliance with the laws, regulations, and ordinances of Douglas County the Georgia Department of Natural Resources, Environmental Protection Division, and U.S Environmental Protection Agency
  • Interpreting reports and analysis of findings from private environmental consulting firms and reporting findings to the Environmental Protection Division and the County Administrator
  • Supervising the Fleet Manager to ensure: proper procurement of fleet purchases; maintenance and repair quality control; maximum motor pool usage; proper disposal of surplus equipment
  • Monitoring fleet operations for accuracy of county-wide: distribution of fuel and lubricants; equipment and parts inventory; other fleet related charges to all county departments
  • Interpreting fleet management reports, analysis, and requirements of OSHA, State Environmental Protection Division, and the Georgia Clean Fleet Fuel Program for the County Administrator
  • Administering, through Department Managers and Supervisors: all full and part-time employees; planning, scheduling and assignments of work; instruction and training in correct methods and procedures; monitoring of work in progress; assistance of staff in completing assigned job duties
  • Establishing, setting, and maintaining production and performance levels with criteria to measure results of all employees by the supervision of Department Managers and Supervisors
  • Preparing, or monitoring for accuracy, reports and records on financial accounting, budgets, deposits, and audits for departments contained within Government Services
  • Preparing and/or approving personnel, purchasing, and related forms such as purchase requisitions, employee time sheets, leave cards, et cetera
  • Receiving and responding to complaints, inquiries, and problems from the general public and other County departments on Solid Waste and Fleet Management issues
  • Operating County vehicles in the performance of duties or to attend training programs
  • Performing other duties as assigned

QUALIFICATION REQUIREMENTS:

MINIMUM EDUCATION and/or EXPERIENCE:

  • Bachelor's degree or higher from an accredited college or university in civil engineering, geology, business administration, management or closely related discipline
  • Ten (10) years of professional related work in government services; ten (10) years of experience in management and administration
  • An equivalent combination of education and experience may be considered

ELIGIBILITY REQUIREMENTS:

  • Minimum 18 years of age
  • Ability and willingness to drive a county vehicle
  • Must meet all eligibility requirements established by the Board of Commissioners
  • Must be willing to submit to random drug and alcohol screening as directed

CERTIFICATES, LICENSES, REGISTRATIONS:

  • Possess and maintain a valid Driver's License (Class C) and satisfactory motor vehicle record (MVR)
  • Possession of Certified Landfill Operator certificate within 18 months of hire. Documented government management and administration training
  • Other duty-specific certifications may be required during employment to satisfy specific assigned duties and responsibilities

KNOWLEDGE, SKILLS, AND ABILITIES:

  • Knowledge of or ability to learn county and department operations, ordinances, policies, procedures, terminology, and/or materials as they relate to assignment
  • Knowledge of or ability to learn applicable local, state, and federal laws, rules, and regulations as they relate to assignment
  • Knowledge of business English, spelling, and grammar
  • Knowledge of basic business mathematics: addition, subtraction, multiplication, and division
  • Knowledge of mathematical computations: addition, subtraction, multiplication, and division using whole numbers, common fractions and decimals; compute rate, ratio, and percent; ability to perform specific computations that are applicable to the job
  • Knowledge of department training needs and appropriate methods of course preparation and delivery
  • Knowledge of Douglas County departments and their locations; understanding of their basic functions
  • Knowledge of or ability to learn the Douglas County geography
  • Knowledge of legal processes and terminology and medical terminology as required by assignment
  • Knowledge of local Board of Health regulations and requirements as they relate to assignment, facility, equipment, and vehicles
  • Knowledge of State Environmental Protection Division, regulations, and reporting requirements regarding landfill operations and its solid waste management practices, policies, and related technology
  • Knowledge of OSHA and other health and safety regulations, requirements and practices as they relate to assignment
  • Knowledge of program development and administration
  • Knowledge of public administration, supervisory, and management principles, practices, and procedures
  • Knowledge of modern office practices, methods, and equipment
  • Knowledge of state and county laws and procedures of purchasing and preparing RFPs and bids
  • Skill in analytical thinking; ability to apply a wide range of abstract and concrete concepts to problems and issues
  • Skill in coordinating and resolving daily operational and administrative problems and issues effectively with subordinate employees
  • Skill in creating, maintaining, and organizing accurate, detailed, and complete records
