Berlin Township is Hiring a Township Administrator Near Delaware, OH

TITLE: TOWNSHIP ADMINISTRATOR

JOB OBJECTIVES:

  • The Township Administrator is a management-level, salaried-exempt position, performing the duties defined in Ohio Rev. Code Sec. 505.032 and others as assigned. The Administrator serves as the administrative head of the Township, under the direction and supervision of the Board of Trustees. The Administrator serves at the pleasure of the Board. The Administrator directly supervises and evaluates each of the Township’s Heads and is responsible to assure the effectiveness and efficiency of the overall day-to-day management of all functions and activities under the jurisdiction of the Board of Trustees.

QUALIFICATIONS:

Required:

  • At least five (5) years prior work experience in a public agency, preferably within or supporting township and/or county operations;
  • A Bachelor’s degree from an accredited university;
  • Possess and maintain a valid driver’s license;
  • Must remain bonded and/or insured and remain insurable.
  • Must be able to manage time and competing interests of the Board while communicating with designated liaisons.

Preferred:

  • Strong preference for a Juris Doctor Degree, or Master’s Degree in an applicable field;
  • Strong background in township zoning;

ESSENTIAL JOB FUNCTIONS:

  • Assist in the development, administration, enforcement and execution of the policies and resolutions of the Board of Trustees, inclusive of but not limited to: personnel, financial, legal and administrative policies of the Township, as directed by the Board of Trustees or the designated liaison.
  • Supervise and direct the activities of the township departments under the purview under the jurisdiction of the Board of Trustees;
  • Directly supervise theHeads of Departments and any positions as designated by the Board of Trustees and in consultation with the liaison of the Board Trustees with regard to personnel matters and Department operations;
  • Attend all meetings of the Board of Trustees, unless excused from those meetings by the Board;
  • Attend and represent the Board of Trustees at other meetings between the Township and other public agencies, and with business, business groups and citizens, as well as at conferences and seminars as assigned and designated by the Board of Trustees.
  • Prepare measures, motions and resolutions both in favor of and against for the Board’s consideration;
  • Maintain contracts, agreements, and policies for review and adoption to the Board of Trustees;
  • Maintain a calendar of contracts, including ongoing contracts and bring them before the Board in a timely manner for the purpose of efficient operations.
  • Prepare and submit to the Board of Trustees updates, reports, draft budgets and other such reports required by that Board of Trustees or as necessary or advisable to apprise the Board about Township matters;
  • Keep the Board of Trustees fully advised on the financial conditions of the Township;
  • Prepare and submit to the Board of Trustees approval of the annual budgets of the Township and other financial reports as necessary;
  • Supervise the Township’s relationship with vendors and contractors as assigned by vote of the Board of Trustees.
  • Maintains regular, predictable in person attendance at the Township’s work sites and locations;
  • Work irregular hours (e.g., evenings, nights, weekends.) as appropriate or necessary;
  • Communicate constructively and professionally at all times with the Board of Trustees, and with Township officials, employees, vendors, contractors, citizens, other public officials and offices and all others while performing as the Township Administrator;
  • Perform additional duties as assigned by the Board of Trustees.

KNOWLEDGE, SKILLS & ABILITIES:

  • The Administrator must possess the knowledge, skills and abilities as necessary to successfully perform the essential functions of the position, whether or not listed in this job description;
  • Comprehensive knowledge of township functions, processes and operations, as well as knowledge of laws and regulations affecting the Township;
  • General and working knowledge of federal, state and local laws and regulations and procedures regulating Township operations;
  • Knowledge of supervisory principles and techniques, human relations, public relations, accounting and budgeting;
  • Comprehensive, working knowledge of Microsoft Office software, including Word, Outlook, Excel, PowerPoint and other software programs such as Google products and Zoning technology;
  • Strong communication skills;
  • Strategic and critical thinking skills;
  • Ability to work in a capacity that requires a high degree of trust, initiative and independence and judgment and the ability to function discreetly and maintain privacy;
  • Ability to develop and maintain effective working relationships with others and present a positive public image on behalf of the Township and the entire Board of Trustees whether or not decisions are unanimous;
  • Ability to comprehend and interpret laws and regulations applicable to the Township;
  • Ability to schedule work, and to timely and effectively manage projects and personnel to achieve time critical objectives;
  • Ability to recognize and request assistance when appropriate;
  • Ability to define and solve problems, collect data, establish facts, draw valid conclusions using judgment and analytical skills;
  • Ability to communicate timely, professionally and effectively, both orally and written;
  • Ability to maintain written records and reports with respect to the activities and events for which the position is engaged.
  • Ability to work effectively with members of the public who may be upset, distraught, irate, emotionally or mentally or otherwise unable to function within reasonable range of constructive behaviors;
  • Ability to work independently, under time sensitive deadlines, and to set and achieve goals;
  • Ability to organize and maintain large volumes of information and paperwork; and
  • Ability to effectively plan independently and in collaboration with internal staff units and outside agencies.

WORKING ENVIRONMENT & CONDITIONS:

  • The working conditions and physical and mental demands of this job are as necessary to fulfill the essential job functions of this position, with or without a reasonable accommodation;
  • The physical requirements of the position are predominately sedentary work in an office setting or in meetings, but may include occasional traveling or movement outdoors in various weather;
  • The physical activity of the position includes communicating, reaching, lifting moving both in an office-setting but also occasionally in other Township non-office facilities, garages, bays, outdoor lots, and on-property site visits on sometimes unimproved property and over uneven terrain;
  • The work environments of this position are performed in both a climate-controlled office setting and outdoors in an uncontrolled setting, which may require the incumbent to work in inclement weather (cold, snow or ice, rain, heat, etc.) for long periods of continuous time, on uneven footing and various surfaces.
