Job Description Purpose: The Director of Payroll has oversight of the payroll functions to ensure accurate and timely payment of salaries and implements efficient operations and processes to all employees of Texas A&M Engineering. This includes supporting the employees of the College of Engineering, the Texas A&M Engineering Experiment Station, the Texas A&M Transportation Institute, and the Texas A&M Engineering Extension Service. This position leads a team driven by compliance and efficiency and provides excellent customer service in the areas of payroll processing, state and federal tax activities and retirement processing and reporting. The Director of Payroll reports directly to the Executive Director of Engineering Human Resources & Payroll. This is a security sensitive position. The individual in this position is required to handle Protected Health Information (PHI) as defined by HIPAA regulations in accordance with A&M System policy. Responsibilities: Serves as a strategic leader as a member of the Engineering Human Resources & Payroll team. Direct, oversee and evaluate the day-to-day payroll operations and procedures to ensure compliance with system, state and federal guidelines. Oversee the direction of payroll and related payroll transactions for the COE, TEES, TTI, and TEEX. Leads a team in all aspects of payroll reporting, processing and compliance. Provides leadership and mentoring to direct reports. Serves as a partner on process improvement with A&M Engineering administrative units. Actively communicates the value of providing full-service with an emphasis on compliance and efficiency. Participates in system wide payroll meetings and payroll working group to enhance and improve payroll functions for the entire A&M System. Oversee and assist in compliance of retirement programs (ORP, TRS) and supplemental retirement programs (TDA, DCP). Oversee the processing of vouchers for payroll deductions related to charity, parking, death benefits, higher education campaign and special payments. Oversee communications with Texas Workforce Commission on issues related to unemployment claims for TEES employees. Oversee processes and procedures for maintenance of visa and U.S. presence information on foreign nationals into GLACIER System. Assists in resolving and answering employee-related problems or questions concerning taxes, retirement and supplemental retirement plans, insurance refunds and general payroll. Maintain procedures for entry of visa and U.S. presence information on foreign nationals into Glacier System. Oversees and/or prepares monthly, quarterly, and annual reports for federal taxes, state and retirement programs. Oversee state income tax withholding payments and monthly, quarterly, and annual reporting for multiple states for TEES, TEEX and TTI. Supervises the preparation of vouchers and deposits for payroll taxes, employee benefits and other mandated employee programs. Leads the implementation of payroll related special projects. Assures adequacy of Payroll Services internal controls and compliance with applicable federal and state regulations and laws, system policies and regulations and university rules. Develops and updates payroll related policies and procedures. Provides guidance and assistance on audits and open records requests. Performs other related duties as requested or when necessary. What we need: Bachelor’s degree in Business or applicable field or equivalent combination of education and experience. Ten years of related experience Knowledge, Skills and Abilities: Excellent written, oral, communication, and presentation skills. Excellent computer skills.
