The Department of Economic Security is seeking an experienced and highly motivated individual to join our team as an Instructional Designer. The Training Officer 2 – Instructional Designer is responsible for the development of agency-wide training curriculum. This position identifies training needs on an ongoing basis through assessments, surveys, and meetings with work groups, consulting with systems business analysts and Department policy staff, and conducting interviews with subject matter experts (SMEs) on organizational requirements and performance measures.
This position may be available for remote work within Arizona (one day per month in the office /hoteling).

Job DutiesEssential Duties and Responsibilities include but are not limited to:
  • Designing, developing, and revising courses for delivery in a variety of media to all department employees.
  • Ensuring effective training and uses training technology to develop and deliver learning products.
  • Identifying training needs on an ongoing basis through assessments, surveys, meeting with work groups, consulting with business analysts and policy staff.
  • Communicating evaluation data to stakeholders and modifying training based on evaluation data.
  • Researching Department policies and procedures, State and Federal guidelines, databases, legal requirements, and knowledge of skills levels needed for course development.
  • Prepare audio and visual materials related to assigned area.
  • Assesses change for present and future needs to develop educational goals and objectives.
  • Initiates related curriculum, instructor guides, reports, and correspondence.

  • Adult learning principles.
  • Project planning concepts and practices.
  • Instructional design strategy methods, evaluations, and Phillips ROI Model preferred.

Selective Preference(s)The ideal candidate for this position will have:
  • Bachelor's degree or higher in an applicable subject area, such as Human Resources Development, Adult Education, Psychology, English, or similar field.
  • One year of experience training adult learners as a fill-time trainer responsible for instruction and group or team.
Pre-Employment Requirements
  • If this position requires driving or the use of a vehicle as an essential function of the job to conduct State business, then the following requirements apply: Driver's License Requirements. Any employee operating a motor vehicle on State business must possess and retain a current, valid class- appropriate driver's license, complete all required training, and successfully pass all necessary driver's license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver's license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).
  • Successfully pass background and reference check; employment is contingent upon completion of the above-mentioned process and the Agency's ability to reasonably accommodate any restrictions.
  • All newly hired State employees are subject to and must successfully complete the Electronic Employment Eligibility Verification Program (E-Verify).
