Montgomery County Government is Hiring a Manager II (Division Chief, Community Corrections) Near Boyds, MD

The Montgomery County Department of Correction and Rehabilitation is seeking a Manager II , Division Chief of Community Corrections.
This is an executive management position responsible for the oversight and management of the Department of Correction and Rehabilitation’s Community Corrections Division which includes:
  • Montgomery County Pre-Release and Re-entry Services Program, a 24/7 accredited adult residential program that houses up to 144 individuals at an adult corrections facility who are serving a criminal sentence and transitioning back into the community,
  • Montgomery County Pre-Trial Services (1,500 defendants) that includes the Pre-Trial Assessment Unit that evaluates newly arrested inmates in order to provides release recommendations to the Court, Pre-Trial Supervision that monitors defendants in the community charged with crimes that are awaiting trial, and Diversion programs of Alternative Community Services and the Intervention Program for Substance Abusers, offering programs in lieu of prosecution, located at the Pre-Release Center in Rockville, Maryland.
The Division Chief of Community Corrections will ensure the effective operations of both programs. Duties include but are not limited to: correctional facility management, management of offender population, administration of correctional programs and services, strategic program development and expansion, program evaluation, personnel management, implementation of Departmental and Divisional policies affecting operations and programs, budget and fiscal management, advancement and implementation of evidenced based practices and innovative technologies to increase efficiencies and quality in the delivery of services, conflict and grievance resolution, liaison to the judiciary, criminal justice stake holders, MCGEO Local 1994, County Council and various County Administration Offices and resolving complaints /concerns from outside agencies and citizens at large. The position involves significant community interface, meetings and collaborations with various internal and external stakeholders.
The incumbent will have a significant amount of dealing simultaneously with demands and emergencies from multiple areas within the community correctional programs with a need to triage and solve problems of an unprecedented nature and magnitude. Problems are often unique, urgent, and with major potential impact on public safety, programs, clients/residents. The incumbent must be available for immediate and emergency response 24 hours/7 days a week. This is an essential position.
Selected applicant must successfully complete a comprehensive background investigation, medical review and drug/alcohol screen prior to appointment.
Prior to a promotional appointment within DOCR, the selected individual must answer the Prison Rape Elimination Act (PREA) questions and submit to a criminal history to comply with the Prevention Planning on Hiring and Promotion Decisions (115.17, 115.117, 115.217, 115.317). This is a requirement to meet Federal law and audit standards.Additional Employment Information

Montgomery County Ethics Law : Except as provided by law or regulation, the County's "Public Employees" (which does not include employees of the Sheriff's office) are subject to the County's ethics law including the requirements to obtain advanced approval of any outside employment and the prohibitions on certain outside employment. Minimum Qualifications
Experience: Seven years of progressively responsible professional experience working with adult offenders within a community corrections agency area, three years of which were in a supervisory or executive capacity.
Note: The term “executive” is further defined as a high echelon or high level position in an organization that is assigned technical research, management advisory services responsibilities, or policy-making duties and responsibilities that exerts considerable influence on organizational policy, plans, and operations through technical research, management advisory services, and/or policy-making duties and responsibilities (e.g., County positions at Grade 30 or above).
Education: Graduation from an accredited college or university with a Bachelor’s Degree. Equivalency: An equivalent combination of education and experience may be substituted. Note: Based upon legislative requirements, some positions may be subject to different minimum qualifications.
LICENSE: Possession of a valid Class "C" (or equivalent) driver’s license from the applicant's state of residence when required for job-related duties.
Preferred Criteria

All applicants will be reviewed by the Office of Human Resources for minimum qualifications. Those applicants who meet the minimum qualifications will be rated as Qualified, placed on the Eligible List, and may be considered for an interview. Preference for interviews will be given to applicants with experience in the following:

  • Experience managing a comparable Community Corrections environment.
  • Experience implementing management and programmatic policies and strategies appropriate to organize and manage community correctional programs and services.
  • Experience managing program operations to include administration, budget, facility and security operations, re-entry programs and services, personnel, etc.
  • Demonstrated successful leadership of a union workforce.
  • Experience identifying and analyzing systemic issues in order to facilitate change, and to promote increased production and efficiencies in service delivery.
  • Experience instructing, motivating and encouraging creative thought in staff and other stakeholders through written and/or oral communication.
  • A strong demonstrated commitment to community and stakeholder involvement and collaboration in accomplishing successful public safety outcomes.
