Job Description Summary:
Instrumentation/Control Technician (Water)
Under general supervision, to install, maintain, revise, and repair electrical, instrumentation & control, and mechanical equipment related to the water treatment and distribution system facilities, including supervisory control and data acquisition (SCADA)-related equipment, programmable logic controllers (PLC), maintenance software packages including computer-based maintenance solutions, and perform related duties.

Instrumentation/Control Technician (Water)
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Performs installation, maintenance, repair, and calibration tasks on treatment plant and remote facility electronic, electrical, & mechanical systems, instrumentation, switch gear, and related equipment:
  • Installs, tests, monitors, maintains, repairs, and troubleshoots equipment, including running conduit and pulling new wire.
  • Uses organized and logical troubleshooting techniques to identify and locate problems.
  • Installs, maintains, repairs, and calibrates various detectors, alarms, analyzers, and sensors for flow, level, pressure, and other process elements such as temperature, pH, and chemical residual. Repairs and/or replaces instrumentation equipment as needed. Revises and updates associated documentation.
  • Assists in monitoring process control systems using diagnostic software. Updates software and data based on operational and maintenance needs. Maintains and updates panels, PLCs, and related input and output equipment.
  • Develops, performs, and maintains a thorough calibration/maintenance schedule of process/system instrumentation, and maintains calibration and maintenance records within computerized maintenance management system (CMMS)
  • Enters and maintains records of installed equipment, problems encountered, work performed, and parts and materials used within CMMS.
  • Maintains inventory of parts, spares, and accessories. Provides input to engineering consultants and contractors regarding design and construction of treatment facility improvements
  • Assists in the preparation of labor and materials estimates, reviews bids, and assists in overseeing contracted services.
  • Assists in training the operations and maintenance staff in proper use and care of electrical and electronic equipment, programmable controllers, related software, and associated safety concerns. Remains generally alert and communicative to conditions and events occurring at the water treatment facility indicating anticipated or needed repairs and makes related recommendations.
  • Assists plant maintenance and operations personnel with maintenance not directly related with controls or electrical, including mechanical and general facilities maintenance, as needed.
  • This position, while requiring a controls and electrical focus includes tasks that are mechanical and physical.
  • Repair of small valves, solenoids, section of hose/pipe, mounting items to walls, lighting, housekeeping, landscaping, etc. are examples of possible duties. Other:
  • Performs related and required duties to meet the needs of the city.
  • Takes all proper safety precautions to prevent accidents. Responsible for the safety of self, others, materials, and equipment. Uses all required safety equipment and follows all safety regulations, policies, and procedures. Required to wear protective safety gear and use safety equipment. Reports all near-misses, accidents, and damage to city property.
  • Responsible for knowing and complying with all city and department policies, participating in professional trainings and development, and adhering to attendance and workplace attire policies.
  • Conducts job duties with a continuing awareness of the environmental implications of decisions and a focus on providing municipal services in a sustainable and responsible manner.
MINIMUM QUALIFICATIONS:
  • Knowledge of industrial electrical equipment, networking standards, practices, proper calibration, maintenance, and troubleshooting techniques.
  • Experience demonstrating moderate to advanced computer skills, including Microsoft Office suite.
  • Knowledge of industry safety standards, regulations, and equipment.
  • Ability to complete and update First Aid and CPR Training and certification regularly.
  • Valid driver's license with an acceptable motor vehicle record including a background and reference check.
PREFERRED QUALIFICATIONS
  • Experience working at a water/wastewater treatment facility.
  • Experience working with ladder logic diagrams.
  • Hydro-electric Certification Level #1.
  • ISA Certified Control Systems Technician Certification.
  • Knowledge of Computerized Maintenance Management Systems (CMMS), networking, SCADA, and PLC experience: GE iFix SCADA and iHistorian, ladder logic programming, preferably Allen Bradley RSLogix 500, and ABB software packages.
  • Network certifications.
  • Colorado Water Treatment Plant Operator certification.
REQUIRED EDUCATION AND EXERIENCE
  • Related education (examples include: Associate's degree in Electronics, Instrumentation, Process Control), or related licenses/certificates (examples include: Journeyman Electrician's license, or certificates in a related field)
  • Five years of experience in the maintenance and repair of industrial process control instrumentation, or similar automation/communication systems, or an equivalent combination of education or experience.

WORKING CONDITIONS - Required Physical and Mental Effort, and Environmental Conditions:
Physical and Mental Effort: Ability to work with minimal supervision, under stress from demanding deadlines and changing priorities and conditions. Effective verbal and written communication skills. Ability to perform a wide range of physical and mobile tasks in an indoor and outdoor industrial setting to include working in and around equipment, limited access, elevation, and confined spaces. Job requires standing, walking, lifting, bending, kneeling and periods of time operating a computer/tablet.
Work Environment: Works primarily in an industrial environment which is subject to regulations, production goals, continuous interruptions, background noises, odors, and dirty conditions associated with a Water Treatment Facility. Some spaces are confined spaces that require safety requirements, ventilation, and monitoring.
Machines and equipment: City vehicles, hand and power tools, computers, electrical/electronic test devices, calibration/measuring devices.
