US Defense Logistics Agency is Hiring an IT Program Manager (SYSANALYSIS) Near Battle Creek, MI

Duties

  • Responsible for leading software lifecycle phases and acquisition, BCAT/non- BCAT, programs.
  • Exercises broad corporate leadership responsibility for interfacing with the Enterprise-Level senior planners, including Chief Systems Engineers, Enterprise Test and Architecture, Contracting, and Acquisition.
  • Briefs Program Executive Officer (PEO) and Senior Executive Service (SES) members on a regular basis.
  • Assists with the DLA Planning, Programming, Budgeting, and Execution (PPBE) process.
  • Conducts high-visibility special assignments for which no closely related precedence exists.
  • Makes decisions or recommendations significantly changing, interpreting, or developing important policies and programs.
  • Serves as expert and key personnel advisor on the most sensitive and complex policies and issues.
  • Provides staff level guidance on acquisition programs and processes.
  • Uses project management approaches such as Agile software development methodologies to manage and prioritize backlogs, sprint planning, daily stand-ups, and retrospectives.
  • Provides customer service by collaborating with product owners to prioritize and refine backlogs.
  • Supports projects where teams are involved with design, deployment, and management of cloud-based solutions, commercial off the shelf software (COTS) such as SAP, and tracking tools such as JIRA and ServiceNow.
  • Delivers complex, cross-functional, and cross-organizational solutions requiring engagement with multiple stakeholders across an array of business units.

Qualifications

To qualify for an IT Program Manager (SYSANALSIS) , your resume and supporting documentation must support:
A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-14 level, applicants must possess one year of specialized experience equivalent to the GS-13 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
  • Manages Business Capability Acquisition Cycle (BCAC) programs throughout the systems life cycle from requirements, technical solution development, system design and testing, fielding, operations/sustainment, through the retirement/replacement phases.
  • Develops and coordinates plans and activities across agencies to effectively develop, operate and oversee critical defense acquisition programs.
  • Responsible for overseeing the management of the program scope, resources (human, financial, acquisition contracts, physical), schedule, quality, performance, requirements, risks, information assurance, process improvement, customer support and reporting.
  • Serves as advisor to agencies outside of DLA through participation in working groups, Integrated Process/Planning Teams (IPTs), and steering groups.
  • Develops, implements, and tests contingency plans for disaster planning and recovery, including conducting risk assessments and business impact analyses.
B. Applicants may not qualify for this position based on education in lieu of specialized experience.
For all positions individuals must have IT-related experience demonstrating each of the four competencies listed:

Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education may not be used in lieu of specialized experience for this grade level.

Additional information
