E-470 Public Highway Authority is Hiring a Senior Accountant Near Aurora, CO

JOB TITLE: Finance Department – Senior Accountant

E-470 OVERVIEW: E-470 Public Highway Authority is a dynamic 47 mile toll road on the eastern perimeter of the Denver Metro area that serves its customers as well as providing back office tolling services for all other toll facilities in the State of Colorado. E-470 strives to provide top-notch customer service, improve safety and save time for our drivers while being Colorado’s one-stop-shop for tolling.

JOB FUNCTION:

The Senior Accountant position reports to the Controller within the Finance Department and is responsible for maintaining and supervising the Authority’s day-to-day general ledger and module accounting functions. Supervises the Staff Accountant II related to the accounting function. Other responsibilities include assisting with the annual external financial statement audit and providing project support. Other functions and special projects may be assigned based on experience and skill level.

JOB DUTIES:

Accounting and Reporting:

• Review most month-end closing tasks of the general ledger and related accounting modules including preparation of journal entries.

• Review reconciliation of key accounts (cash and investments, accounts receivable, toll revenue, and toll payable) and supervise investigation and resolution of differences, fixed asset routines and other month-end processed work.

• Review accounting functions over A/R (billing and collections).

• Review and maintain the general ledger module which includes manual journal entries of all financial transactions not automated within the accounting system modules including toll revenues, debt, other revenues and expenses, accruals, etc.

• Lead the fixed asset capitalization and retirement process throughout the year.

• Oversee and review all general ledger accounting for operating accounts. Monitor cash flows and balances of the operating accounts to ensure funds are available to meet current obligations.

• Supervise monitoring and verification of cash flows related to monthly interest rate swaps, monthly variable rate debt payments, and monthly unrestricted fund movements.

• Supervise tracking and accounting for all trust accounts.

• Supervise tracking and review of monthly commercial bank fees and investment custodian fees. Investigate and resolve any discrepancies.

• Analyze and request cash transfers for weekly LPT revenue. Review analysis and cash transfer request for weekly AVI revenue. Analyze and request cash transfers of capital funds monthly.

• Prepare quarterly unaudited financial statements and supporting documentation.

• Prepare and analyze quarterly and annual statements of financial condition and operating results for Controller review.

• Prepare quarterly dashboard report of key financial and operational performance metrics.

• Prepare monthly operational trend graphs and tables for external website reporting for Controller review.

• Review all revenue accounting for AVI transactions and perform all revenue accounting for LPT and other agency transactions to ensure accurate and complete financial reporting. Investigate and resolve any discrepancies in system reports related to revenue accounting.

• Calculate and record journal entries for complex or high-risk areas including revenue, bad debt expense and allowance for uncollectible tolls, interest rate swap valuation, debt amortization, arbitrage rebate, etc. for Controller review

• Assist the Controller in establishing, modifying, documenting, and coordinating implementation of accounting and internal control procedures and processes. Maintain updated procedural documents related to areas of work performed and supervised.

SKILLS AND REQUIREMENTS:

• Bachelor's degree (B.A.) in Accounting, finance or related field from an accredited College or University. On-going training is recommended.

• Over five years of progressive experience in auditing and/or accounting; understanding of generally accepted accounting principles, public sector (government) accounting and related accounting standards (GASB), preferred. Proficient with accounting system software including general ledger accounting, accounts receivable and cash reconciliations, Microsoft GP (Great Plains) experience is preferred.

• Strong interpersonal and communication skills.

• Quantitative analysis experience.

• Ability to critically-think and problem solve.

• Professional certification will be considered; on-going training is preferred.

• Proficient with accounting system software including general ledger accounting, accounts receivable and cash reconciliations. Microsoft GP (Great Plains) experience is preferred.

• High level of technical expertise in accounting to interpret, analyze and process government-related transactions including accounting research of GASB standards.

• Duties and assignments are non-routine in nature and require flexibility, responsiveness and self direction.

• Financial reporting system experience is preferred.

• Proficient in Microsoft Excel, Word and PowerPoint.

• Well-developed oral and written skills, with the ability to critically think and problem solve, work with mathematical concepts and communicate effectively.

Pay Range: $95,000-115,000
