Child Development Services is Hiring a Data Specialist Near Augusta, ME

DATA SPECIALIST

SALARY RANGE: $19.75 - $28.98 per hour

This is a 40 hour per week, calendar year position at the CDS State Office in Augusta.

SUMMARY DESCRIPTION

The Data Specialist ensures that documentation to seek reimbursement from public and private insurance is present and accurate within the data system, including parental consent to seek payment for special education services and correct assignment of pay sources in the CDS Data System (Child Information Network Connection). The Data Specialist is responsible for collecting, monitoring, and facilitating correction of child-specific information regarding private and public insurance in the CDS database. The Data Specialist is also responsible for verifying parental consent to access those insurances for the purposes of billing, verifying the accuracy of insurance information and ensuring that the information is entered into the CDS database. This individual is expected to support the Case Manager / Service Coordinator in correction of any inaccurate financial data contained in the CDS database. This role will act as a liaison between site and state level staff, including between the data and finance departments at the state level. Finally, resolving parent questions about pay source assignments, including connecting the parent to outside resources, will fall under the purview of this professional.

In addition, this role will serve as a support to the data manager for technology management and communication with the state Office of Information Technology (OIT). This will involve overseeing technology collaboration with OIT.

REPRESENTATIVE TASKS:

Communication with Parents, Contracted Providers and CDS Staff:

  • Explains the use of insurance for the purposes of funding to all applicable site level staff
  • Provides guidance to staff regarding pay source identification
  • Verifies parent consent or declination of consent to access insurance
  • Obtains parent consent or declination of consent to access insurance when appropriate
  • When possible, reviews insurance card for accuracy of policy/member number and coverage dates
  • Ensures that parents, providers, and staff receive answers to their pay source questions
  • Works with the Contract team to resolve contract / billing discrepancies
  • Provides pay source support for the Accounts Payable team

Data Management

  • Ensures parental consent to access insurance is uploaded into the CDS database
  • Ensures child-specific insurance information is in the CDS database, and enters this information when applicable
  • Supports the Case Manager/Service Coordinator to ensure that information and consent is obtained, maintained, and updated annually (at minimum)
  • Collaborates with site level staff to facilitate pay source changes on service authorizations when necessary
  • Resolves Footprints tickets related to pay source questions or concerns

Monitoring

  • Conducts regular random audit reviews of authorizations to ensure that appropriate pay source is indicates
  • Tracks pay source errors and potential cost if not corrected
  • Identifies and communicates trends, potential efficiencies, etc. to CDS State Director, Data Manager, Finance Director and / or Regional Site Director as applicable

Technology

  • Supports technology needs for all staff, including management of technology utilized by statewide staff including but not limited to: DocuSign accounts, G3 & Kiosk licenses, Zoom and Adobe
  • Disseminates and manages mobile device management for iPads
  • Maintains the CDS website to ensure content accuracy

Technical Assistance

  • Provides training to statewide staff to ensure understanding of and adherence to fiscal procedures as they pertain to the data system and data entry
  • Provides training and technical assistance to contracted providers that encounter pay source discrepancies that prevent optimal billing functionality

Other

  • Performs any other appropriate duties as assigned by the CDS Data Manager.

MINIMUM QUALIFICATIONS:

  • Associate Degree or equivalent work experience
  • Previous experience working within a database preferred
  • Successful background, criminal records, fingerprinting, and reference checks
