SALARY RANGE: $33,072.00 - $51,261.60

GENERAL DESCRIPTION:

Responsible for the development, revision, and maintenance of the DeSoto County Comprehensive Emergency Management Plan (CEMP) and supporting components. Perform specialized emergency management financial coordination, development, grant tracking and reporting. All other scope of work activities as assigned. Work is performed under the direction of the Emergency Management Director.

ESSENTIAL JOB FUNCTIONS:

1. Participate in the development, revision, and maintenance of the DeSoto County Comprehensive Emergency Management Plan (CEMP) and supporting components.

2. Participate in the development, revision, and maintenance of the DeSoto County Local Mitigation Strategy (LMS) and supporting components, to include the Local Mitigation Strategy Working Group (LMSWG) meetings.

3. Participate in the development, revision, and maintenance of Emergency Management plans to include, but limited to, Logistics Plan, Debris Management Plan, and Cold Weather Shelter Plan.

4. Annually review Disaster plans for all Assisted Living Facilities, nursing home and hospital. Plan reviews are based on OCHA’s established criteria. Correspond with each facility as necessary.

5. Coordinate with Operations Section/ESF8 Health and Medical (DOH) staff the County’s Special Needs shelter and obtain needed supplies for operation of the shelter.

6. Maintain current database of Special Need clients, supported by annual renewal.

7. Maintain current Special Needs information on department web page.

8. Coordinate Special Needs client emergency notification as necessary.

9. Prepare and submit the Shelter Renewal Agreement between BOCC and South Florida State College for use as the County Special Needs Shelter.

10. Maintain a list of county personnel assigned to assist with Special Needs shelter set up, break-down and custodial services while in use as a shelter.

11. Assist in the preparation of EMPA, EMPG, and SHSGP Grant document for BOCC approval.

12. Upon execution, maintain department copy and submitted to FDEM. Utilize grant Scope of Work to maintain ongoing tracking of grant activities.

13. Process grants reimbursement claims on behalf of the County.

14. Complete quarterly fiscal reports and provide to FDEM via SharePoint Portal.

15. Complete quarterly Scope of Work deliverables and provide to FDEM via DEMES Portal.

16. Ensure department utilizes grant funds appropriately.

17. Process department monthly bills and record for grant and budget tracking.

18. Prepare department purchase orders as necessary.

19. Secure department office supplies, following Purchasing Department guidelines.

20. Assist Department Director with preparation of annual budget.

21. Provide necessary assistance in local awareness programs, emergency exercises and training events.

22. Work with county purchasing officer to establish vendor agreements or MOU's with Debris Contractors.

23. Maintain a current list of MOAs, MOUs, and contracts with all organizations, vendors, etc., to include expiration dates.

24. As situations allow, support External Communications (ESF 14) to include establishing a Standard Operating Procedures for EOC Call Center operation. SOP to include identify staff to fill established positions and coordinating with county PIO for approved talking points or general hurricane or storm preparedness tips and emergency information.

25. As situations allow, support Logistic Section Chief with resource procurement, tracking, storage and delivery.

26. Maintain effective working relationships with support agencies.

27. Coordinate and assist PIO with maintaining and updating all Emergency Management messaging on the webpage and social media platforms.

28. Assist with the Annual Inventory.

29. Assist with conference registrations, travel arrangements, processing of travel vouchers for all Emergency Management personnel.

30. Assist with completing agenda requests for BOCC agenda items of interest to EM.

31. Assist with the maintenance and updates to WebEOC and EOC Activation Roster.

MINIMUM QUALIFICATIONS

KNOWLEDGE, SKILLS, AND ABILITIES:

· Knowledge of principles and practices of project management.

· Knowledge of plan development techniques.

· Knowledge of or ability to learn use of computer/word processor, copier, telephone,
facsimile machine, and other communication equipment.

· Possess computer knowledge and skills.

· Ability to become proficient in the knowledge of local, state, and federal regulations relative to emergency management programs.

· Ability to establish and maintain an effective working relationship to ensure coordination capabilities with associates, public official, and the general public.

· Ability to communicate orally and in writing.

EDUCATION AND EXPERIENCE:

High school diploma or equivalent; three (3) years’ experience or training in planning, project management and/or an equivalent of training, education and experience will be considered.

LICENSES, CERTIFICATIONS, OR REGISTRATIONS:

Must have a valid Florida Driver’s License. Willingness and availability to attend required training or conferences and implement knowledge attained.

Willingness and availability to work extended hours as necessary to respond to and/or recover from an incident or condition. Certified in the following:

· ICS-100.b Introduction to the Incident Command System (other ICS 100 variations are also acceptable

· ICS-200.b ICS for Single Resources and Initial Action Incidents

· IS-700.a National Incident Management System (NIMS) – An Introduction

· IS-800.c National Response Framework, An Introduction

· G-300 Intermediate All-Hazard NIMS ICS Review for Expanding Incidents

· G-400 Advances ICS – Command and General Staff: Complex Incidents

ESSENTIAL PHYSICAL SKILLS:

Work is considered sedentary work which requires exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Employee must have acceptable eyesight, hearing and the ability to communicate both orally and in writing. Must have the ability to access, input, and retrieve information from a computer, enter data at a prescribed rate of speech, ability to sit at a desk and view a display screen for extended periods of time. Employee must be able to walk, stand, bend, stoop and drive.

ENVIRONMENTAL CONDITIONS:

Primarily works inside in an office environment, however circumstances may require work out of doors in various weather conditions.
