Occupancy Specialist

Independently performs difficult and technical work. This position involves a considerable amount of public contact. This individual must be able to meet with the public with poise, tact, courtesy, and understanding. Work is carried out with professional independence and requires knowledge of Housing Authority policies and procedures, HUD and Rural Development policies and guidelines.

Illustrative Duties:

• Reviews all Applications for Admission into HUD programs. Evaluates the income, assets, credit verifications, and criminal checks. Enters all eligible applicants into the computer and prints the current waiting lists for HUD and mails out the notification letters to the applicants.
• Reviews all Applications for Admission for USDA Rural Development and places them on the appropriate waiting lists.
• Occupancy Specialist contacts the applicants on the waiting list for potential leasing.
• Responsible for marketing Public Housing Programs and acting as a liaison within the community and surrounding areas.
• Submits 50058 data to HUD through the PIC database. Make corrections if problems arise to ensure a 100% submission rate.
• Submits required Rural Development forms to USDA.
• Maintains Rural Development Rent Roll and balances to Daily Statement when needed.
• Responsible for the financial oversight of tenant accounts including utility billing, charges and adjustments, and statement accuracy.
• Assist the Front Office accepting rent payments, answering the telephone, accepting work orders, etc.
• Research all new applications on multiple databases.
• Coordinates correspondence and collection efforts for the recovery of tenant account balances.
• Shows available units and provides lease orientation for new tenants.
• Assist with processing all rent re-exams for UCHA tenants annually, and any interim re exams if needed during the year.
• Compose and type letters and/or correspondence for Executive Director, staff and other related items.
• Maintains tenant records and files in accordance with HUD and USDA guidelines.
• Complete all required training necessary to perform duties and demonstrate working knowledge of program compliance requirements.
• Other duties as assigned.

Knowledge Skills and Abilities:

• Requires considerable knowledge of HUD and Rural Development rules and regulations. Requires ability to effectively communicate with the public/tenants.
• Requires ability to communicate orally and in writing.
• Requires considerable ability to respect privacy and confidentiality of applicant and tenants. Requires considerable knowledge of office practices and procedures, as well as computer skills. Requires ability to be organized and to manage time effectively.

Experience and Training:

Graduate from high school, or GED, and two years’ related experience in a business field.
