Duties
The Airplane Pilot Salary Will Be Based Upon Duty Station And Locality Pay Once Selected. Locality Tables May Be Found At
A total of one (1) vacancy will be filled in any of the locations listed in Alaska. Additional questions regarding placement should be reserved for the interview process.
Cost of Living Allowance: In addition to the yearly salary, this position is entitled to a1.69-3.21 percent cost-of-living allowance (COLA).This allowance is subject to annual review, adjustment, and rate decrease.
As a Airplane Pilot your duties will include, but are not limited to, the following:
  • The incumbent will conduct other flying related duties which include: aircraft record keeping; coordination with other Service pilots, the Regional Aviation Manager, Regional Aviation Training Manager and Office of Aircraft Services (OAS); initiation of cyclical and non-scheduled maintenance; refueling and fuel handling; lubrication and cleaning of aircraft; preflight and post-flight activities; weather briefings and flight planning; loading and unloading of aircraft; and de-icing and extensive preparations for winter flights.
  • Coordinates with other Airplane Pilots in the Region to ensure logged Regional flight scheduler requests for flight services made by Regional staff and programs and outside interests are fulfilled safely, timely, and efficiently.
  • Conducts search and rescue operations.
  • Maintains records, including: pilot training records, check ride expiration dates, flight hours, aircraft maintenance needs, aircraft inspection dates, and other information.
  • Coordinate or assist in emergency operations, including search and rescue, wildfire management, law enforcement and emergency medical operations; provide support to law enforcement for criminal investigations; plan and coordinate logistical arrangements for field camps; perform resource management projects including wildlife capture and tracking, population counts, vegetation studies, and erosion monitoring; etc.
  • Operates outboard motorboats, non-powered boats, four-wheeled all-terrain vehicles, light duty trucks, passenger carrying vehicles, and light and heavy equipment as needed.

QualificationsOnly experience and education obtained by 05/23/2024 will be considered.
This vacancy will utilize a multiple step assessment process to determine the qualifications of applicants. The first step will consist of applicants completing an occupational questionnaire related to the major duties and competencies of the position. The second step will consist of applicant resumes being reviewed by a Subject Matter Expert (SME) panel for related position competencies against a pre-determined rating schedule. This process will determine the final rating of the applicant for possible referral to the hiring official for hiring consideration.
In order to qualify for this position you must possess both the Basic Requirement and Minimum Qualification.Minimum Eligibility RequirementsMinimum Eligibility Requirements for positions in this occupation are based on possession of the appropriate Federal Aviation Administration (FAA) pilot certificates and/or appropriate military ratings, meeting the applicable flight hour requirements, and possession of the knowledge and skills required for the positions.
Certificates And RatingsFor all grade levels and specializations, candidates must possess a current Commercial Pilot certificate or the appropriate military rating; both meet the requirement. Candidates must have completed at least 1500 hours of total flight time which includes at least 250 hours of flight time as a Pilot-in-Command; at least 75 hours of night flight flying AND at least 100 hours of flying time within the last 12 months. In addition, must have at least 75 hours of instruments flight time and at least 10 of these hours were logged in actual instrument weather. You must submit the required supporting documentation when applying for this position.Minimum Qualification GS-12
One year of specialized experience at the GS-11 grade level Examples of experience may include: experience with flying a fixed-wing Single Engine, or Multi-Aircraft and/or appropriate military ratings, meeting the applicable flight hour requirements, and possession of the knowledge and skills required for the position; maintains records, including: pilot training records, check ride expiration dates, flight hours, aircraft maintenance needs, aircraft inspection dates, and other information; and assist in emergency operations, including search and rescue, wildfire management, law enforcement and emergency medical operations.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Time In Grade Requirement: Applicants must meet both eligibility and qualification requirements for the position of interest by the closing date of the JOA. Specifically,
i. Area of Consideration.
ii. Time-in-grade (TIG) requirements as specified in 5 CFR 300, Subpart F.
iii. Time after competitive appointment as specified in 5 CFR 330.502.
iv. Qualification requirements outlined in OPM's Qualifications Standards for General Schedule Positions or for Federal Wage System (FWS), wage grade positions, applicants are evaluated using the OPM Job Qualification System for Trades and Labor Occupations and the job element examining method

Land Management Workforce Flexibility Act (LMWFA) allows certain individuals who currently or formerly were under time-limited competitive appointments at certain land management agencies to compete under merit promotion procedures.
