The City of Anaheim is seeking a highly qualified, candidate for the position of Assistant Risk Manager, within the Human Resources Department, to supervise, coordinate, and administer the self-administered liability claims program and the self-administered unemployment claims; to assist the Risk Manager in developing and implementing the activities and operations of the Risk Management Division.
  • The Assistant Risk Manager must be a flexible and responsive self-starter. 
  • Have the ability to work independently and collaboratively. 
  • Be able to demonstrate a solid understanding of risk management principles.
  • Have relevant experience in assessing and mitigating risks. 
  • Candidates will have attributes of risk awareness, risk analysis, data analytics and flexibility and a proactive approach.
  • Strong communication and writing skills, ability to negotiate, and interpret claims.
The following functions are typical for this classification. Incumbents may not perform all of the listed functions and/or may be required to perform additional or different functions from those set forth below to address business needs and changing business practices.
  • Participate in the overall management of the Risk Management Division; coordinate the organization, staffing, and operational activities of the City's liability claims program including the investigation, assessment, adjustment, and settlement of general liability claims and the City’s unemployment claims program.
  • Participate in the development and implementation of goals, objectives, policies, and priorities for assigned program; recommend and implement resulting policies and procedures.
  • Identify opportunities for improving service delivery methods and procedures; identify resource needs; review with appropriate management staff; implement improvements.
  • Direct, coordinate and review the work plan for the City liability claims program and the City unemployment claims program; assign work activities and projects; monitor workflow; review and evaluate work products, methods, and procedures; meet with staff to identify and resolve problems.
  • Participate in the selection of assigned personnel; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline and termination procedures.
  • Participate in the development and administration of assigned program budget; in association with the Risk Manager, participate in the development and administration of the Risk Management Division budget; forecast funds needed for staffing, equipment, materials, and supplies; monitor and approve expenditures; recommend adjustments as necessary.
  • Monitor, advise, strategize with, and make recommendations to house counsel and outside counsel on litigation matters.
  • Represent the City in handling claims and litigation in judicial and quasi-judicial settings; negotiate settlements.
  • Authorize, negotiate, and settle claims within authority; recommend liability claim settlements to City Council; recommend, develop, implement, and monitor the execution of claims policies and procedures for self-insured lines of coverage.
  • Develop legal documents for insurance and identification provisions in City contracts; negotiate insurance and indemnity terms with contractors, attorneys, and brokers.
  • Represent the City at unemployment claim hearings at the California Unemployment Insurance Appeals Board and present cases in front of judges.
  • Develop and negotiate the purchase of commercial insurance policies for various divisions; monitor the effectiveness of these policies.
  • Recommend selection of and monitor and manage the maintenance of the City’s outsourced claims management software system.
  • Provide staff assistance to the Risk Manager; participate on a variety of committees; prepare and present staff reports and other correspondence as appropriate and necessary.
  • Coordinate risk management activities with those of other divisions and outside agencies and organizations; provide expertise to all City departments and the City Manager regarding risk management issues.
  • Attend and participate in professional group meetings; maintain awareness of new trends and developments in the field of risk management; incorporate new developments as appropriate into programs.
  • Respond on a 24-hour basis as needed to monitor, direct, and coordinate the response to civil liability exposures the City may face as a result of various events and emergencies.
  • Perform related duties as required.
  • Six (6) years of responsible risk management program experience.
  • One year of administrative and/or lead supervisory experience.
  • Bachelor’s degree from an accredited college or university with major course work in risk management, business administration, public administration, or a related field.
  • Knowledge of operational characteristics, services, and activities of a risk management program including the self-administered liability claims program and the self-administered unemployment claims program; modern and complex principles and practices of general liability claims examination and adjustment including legal requirements; investigation, and settlement techniques and practices; basic medical terminology; principles and practices of risk identification, loss prevention, loss control and risk transfer; research methods and techniques; principles of municipal budget preparation and control; principles of supervision, training, and performance evaluation; principles and procedures of record keeping; principles of business letter writing and report preparation; office procedures, methods, and equipment including computers and applicable software applications such as word processing, spreadsheets, and databases; pertinent federal, state and local laws, codes and regulations.
  • Ability to coordinate and direct risk management programs including the self-administered liability claims program and the self-administered unemployment claims program; supervise, direct, and coordinate the work of lower level staff; select, supervise, train, and evaluate staff; recommend and implement goals, objectives, policies and procedures; understand the organization and operation of the City and of outside agencies as necessary to assume assigned responsibilities; understand, interpret, and apply general and specific administrative and departmental policies and procedures as well as applicable federal, state, and local policies, laws, and regulations; participate in the preparation and administration of assigned budgets; plan and organize work to meet changing priorities and deadlines; effectively represent the City to outside individuals and agencies to accomplish the goals and objectives of the unit; work cooperatively with other departments, City officials, and outside agencies; respond tactfully, clearly, concisely, and appropriately to inquiries from the public, City staff, or other agencies on sensitive issues in area of responsibility; negotiate effectively; prepare and analyze general liability claims expenditure trends; interpret and explain City policies and procedures; prepare clear and concise reports; communicate clearly and concisely, both orally and in writing; and establish and maintain effective working relationships with those contacted in the course of work.
  • An associate degree in risk management is highly desirable.
  •  Possession of an appropriate, valid driver’s license.
