Overview

The Information Governance (IG) Department, as part of The Finance Division, is responsible for coordinating the strategy for ElectriCities’ organizational information. The Information Governance Department is responsible for assuring the integrity and evidentiary value of all corporate records according to the Information Governance Policy, as well as reducing risk, and driving employee productivity through implementing effective information management strategies.

The Information Governance (IG) Manager will be responsible for managing and auditing the IG department. Working in conjunction with IT, Legal, Compliance, and others, this position will also manage the development and implantation of IG-related policies, procedures, and technical solutions. The IG Manager is also expected to lead a cross functional IG Committee and to assist the Chief Legal Officer with contract lifecycle management and responding to public records requests, litigation discovery requests, and regulatory inquiries.

Responsibilities

  • Develop, implement, manage, and promote an enterprise-wide IG Program in compliance with public records laws and regulations.
  • Collaborate with IT to evaluate, recommend, implement and socialize technical solutions that will drive the IG Program forward.
  • Implement effective processes and procedures to identify, maintain, preserve, protect from inappropriate disclosure, and access information as required by law, regulation, protocol, and business needs.
  • Work with business units and other stakeholders to ensure that higher value business information is identified, retained, and made accessible.
  • Develop and oversee training programs designed to educate active employees and new hires on IG-related policies and procedures including data protection and classification guidelines. Advocate the importance of compliance with the IG Program at all levels within the organization.
  • Participate in the change management process required for implementation and acceptance of new policies and procedures. Promote good information management practices across the organization.
  • Supervise audit process to update records retention schedules, data protection guidelines and all program-related policies and procedures. Provide remediation for any gaps identified.
  • Measure compliance with the IG Program.
  • Manage IG vendor relationships to ensure compliance with all policies.
  • Assist the Legal Department with execution of Legal Hold directives, document preservation notices, and related discovery and public record request functions.
  • Assist business groups with Legal Hold compliance, document preservation notices, and related discovery and public record request functions.
  • Manage and train a matrix of IG Champions within each department and/or business unit.
  • Establish business objectives to support the organization’s annual goal-setting process.
  • Other duties as assigned.

Physical Records

  • Develop and manage policies/procedures for the operation of on-site/off-site storage facilities and day-to-day management of physical records (paper, mixed media, and film).
  • Create and maintain indexes for all physical records (all media types), whether stored on-site or off-site.
  • Coordinate the secure movement of physical records between locations and off-site storage locations as necessary.
  • Manage vendor relationships to ensure compliance with all policies.

Electronic Records

  • Drive governance and file plans for unstructured data and semi-structured data repositories.
  • Assist IT with IG policies/procedures for the operation of internally and externally hosted systems.
  • Collaborate with IT to create/update and maintain an Electronically Stored Information (ESI) Data Map.
  • Evaluate and maintain digitization operations and develop recommendations for efficient use of these solutions at the division/department level.
  • Coordinate the secure movement of electronic records/information between virtual environments, whether internally or externally hosted.

The Information Governance Manager works under the general supervision and guidance of the Chief Financial Officer, who reviews the employee’s work performance periodically under ElectriCities guidelines in terms of overall effectiveness and provides professional guidance as needed. The Chief Financial Officer approves all vacation and other time off. This position is exempt from the overtime provisions of the Fair Labor Standards Act.

Physical Requirements

The Information Governance Manager must maintain the physical condition necessary to perform tasks in an office setting such as operating a personal computer, keyboards, and other peripheral equipment. The employee may be required to lift and move boxes of records weighing up to 40 pounds, as well as standing or sitting for extended periods of time.

Qualifications

  • Bachelor’s degree in information management, business administration, legal studies, library science, or related field.
  • Advanced degree in information science, library science, MBA, Computer Science, D., Paralegal Certificate or IT/IS degree highly desirable.
  • Strong IT knowledge base is required and experience with corporate compliance and risk assessment methodologies.
  • Discipline-specific certifications highly desirable (CRM, IGP, CIP, etc.)
  • Minimum of 7 years’ experience in records management field preferred, demonstrating progressively responsible experience.
  • Experience managing the day-to-day operation of a functional unit or workflow for a group of direct reports.
  • Prior experience in corporate IG Program initiatives and operations.
  • Experience with change management.
  • Firm knowledge of records retention requirements, privacy and data protection and information security protocols.
  • Demonstrated track record of exemplary information management knowledge and technical skills, including knowledge of records management systems, electronic records handling, imaging, and emerging technologies.
  • Excellent communication, listening, interpersonal and organizational skills. Possesses a strong attention to detail.
  • Demonstrated interest in the business of the corporation. Capable of developing internal contacts and tracking resources necessary to effectively lead the IG Program.
  • Effective design and problem-solving skills.
  • Ability to work across multiple business units and/or including Legal, IT, and Human Resources.
  • Ability to communicate records management processes clearly in litigation and/or regulatory proceedings, if necessary.
  • Ability to manage multiple initiatives and operate at both the Program and Project level.
