One position will be filled with one of these titles.

Employee will be assigned to the Division of Water and Waste Management, Environmental Enforcement, Dam Safety. This position performs work in a training capacity under the close supervision of a licensed professional engineer. Employee will receive continued training in agency procedures concerning dam design concept including, but not limited to; hydrology, hydraulics, structure analysis, geotechnical and foundation evaluations, stability analysis, filter design, monitoring plans, dam safety regulations, emergency response, and construction and safety inspections.

Employee will perform duties including, but not limited to, the following:

  • Perform and review engineering calculations, studies, plans, reports, and data analysis, all under the supervision of a licensed engineer.
  • Assist in review of design or as-built plans, specifications, and reports for the construction, operation, modification and removal of dams.
  • Assist in determination of compliance status of dams relative to law and rule requirements. Measure the height and reservoir capacity of dams and gather other pertinent information using field instruments.
  • Review monitoring & emergency action plans and maintenance plans for compliance with requirements.
  • Conduct visual field inspections of existing dams and proposed dam locations to evaluate potential safety problems/conditions of the structures and the downstream hazard potential.
  • Conduct field inspections of dams under construction to ensure compliance with approved plans and specifications.
  • Notifies regional engineer or senior engineer of potential issues while on site.
  • Assist in emergency response duties and field reconnaissance as necessary to evaluate the condition, performance, and potential for failure of dams.
  • Reports observed conditions to the regional engineer or senior engineer. As instructed, performs emergency remedial actions provided for by law or rule. Under emergency conditions, will assist emergency agencies and dam owners in necessary emergency notifications of downstream persons.
  • Read professional journals and trade publications to gain knowledge of new technologies.
  • Attend state and national meetings, seminars, and webinars to increase engineering knowledge in the dam safety field.
  • Write correspondence and inspection reports under review of regional engineer or senior engineer, with findings, conclusions and recommendations.

Employee's work will be performed with increasing independence as proficiency is demonstrated.
Employee will perform other duties as required and/or assigned by supervisor.
Must be eligible to be licensed to operate a motor vehicle or provide other acceptable means of conducting business travel. Must have the ability to drive a standard transmission 4-wheel drive vehicle in all weather conditions. Some walking, lifting, and carrying of equipment may be required in certain aspects of field work. Occasional statewide and out of state overnight travel may be necessary. Must have good written and verbal communication skills and the ability to successfully work and communicate with a broad spectrum of applicants, consultants, dam owners, agency personnel and the public. Note: Regular attendance is an essential part of this position.
Note: The recommended candidate will be subject to a search of his or her Motor Vehicle Record (MVR) prior to being hired and annually thereafter or as needed.

Minimum Qualifications

Training: Bachelor’s degree in any engineering curriculum.

AND

Satisfactory completion of the examination on the fundamentals of engineering (FE).

OR

Current certification in good standing as an Engineer Intern issued by the West Virginia State Board of Registration for Professional Engineers.

NOTE: At the appointing agency’s discretion, competitive candidates may receive probationary appointment pending official verification of the qualifying training, examination or certification. The qualifying training, examination or certification must be verified before the employee may be certified permanent.

PG: 19 $45,042 - $83,326

Market Rate: $73,417
