SummaryYou will serve as the Continuity of Operations Program (COOP) and Emergency Management (EM) Program Manager for Naval Surface Warfare Center, Philadelphia Division (NSWC PHILA DIV).
This position is part of the Warfare Centers Personnel Demonstration Project. The NT-5 pay band encompasses positions equivalent to GS-13 and GS-14. This is not a high-grade position. The salary is limited to a GS-13, Step 10 (currently $147,934).

Duties
  • You will be responsible for implementing holistic Continuity of Operations Program (COOP) and Emergency Management (EM) practices and procedures at the Philadelphia Division and all off-site locations.
  • You will lead COOP/EM requirements and planning, including U.S. Navy Emergency Management for the organization.
  • You will be responsible for performing Crisis Management and Emergency operations, including coordinating and cooperation with Federal, State, and local emergency response organizations.
  • You will perform project management, to include cost estimating, scheduling, writing reports/technical documents, tracking schedules, providing project status updates, and developing presentations.
  • You will provide consultation, training, and prepare COOP/EM concepts, principles, and practices, to include making decisions regarding complex issues for the organization.
  • You will perform as a liaison between the organization, Naval Support Activity Philadelphia, and the Federal Emergency Management Agency (FEMA) on matter associated with emergency management.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This position is considered Key/Emergency-Essential. You will be required to provide immediate and continuing support to ensure the success of combat operations or the availability of combat-essential systems.
  • This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.
QualificationsYour resume must demonstrate at least one year of specialized experience at or equivalent to the NT-4 (GS-11/12 equivalent) pay band in the Federal service or equivalent experience in the private or public sector. Military Spouse Preference applicants will be placed at the highest grade for which they have applied and are determined Best Qualified (BQ).
