This position is part of the Warfare Centers Personnel Demonstration Project. The NT-5 pay band encompasses positions equivalent to GS-13 and GS-14. This is not a high-grade position. The salary is limited to a GS-13, Step 10 (currently $147,934).

Duties
- You will be responsible for implementing holistic Continuity of Operations Program (COOP) and Emergency Management (EM) practices and procedures at the Philadelphia Division and all off-site locations.
- You will lead COOP/EM requirements and planning, including U.S. Navy Emergency Management for the organization.
- You will be responsible for performing Crisis Management and Emergency operations, including coordinating and cooperation with Federal, State, and local emergency response organizations.
- You will perform project management, to include cost estimating, scheduling, writing reports/technical documents, tracking schedules, providing project status updates, and developing presentations.
- You will provide consultation, training, and prepare COOP/EM concepts, principles, and practices, to include making decisions regarding complex issues for the organization.
- You will perform as a liaison between the organization, Naval Support Activity Philadelphia, and the Federal Emergency Management Agency (FEMA) on matter associated with emergency management.
- Must be a US Citizen.
- Must be determined suitable for federal employment.
- Must participate in the direct deposit pay program.
