Description

The County of Yolo is recruiting to fill one (1) regular, full-time position in the class of Child Support Supervisor at the Colusa-Sutter-Yolo Regional Child Support Agency (RCSA).

Successful candidates will be placed on an eligible list that will be utilized to fill this vacancy as well as future positions as they become available.

Employee may be assigned to Woodland, CA, Colusa, CA, or Yuba City, CA.

  • The Position Under general supervision, supervises Child Support Specialists, interviewers and other staff assigned to the Regional Child Support Agency;
  • may perform complex child support establishment and enforcement activities and related functions; supervises the receipt, review, and investigation of complaints from Child Support Services clients;

performs child support fiscal and financial preparation and management; and performs other related duties as required.This classification is distinguished from the next lower class of Senior Child Support Specialist in that the Child Support Supervisor is a first line supervisor overseeing child support establishment, enforcement, and related activities.

  • Determine and incorporate impact of TANF (or other aid) additions / adjustments;
  • Provide accounting and interest calculations;
  • Reviews, and evaluates the work of assigned staff;
  • Trains staff on state, local and federal regulatory changes;
  • Trains staff on techniques of establishment and enforcement of support orders;
  • Reviews, evaluates, drafts and implements departmental procedures relating to the establishment and enforcement of support orders and associated activities;
  • Assists in interpretation of federal and state regulations;
  • Participates in drafting divisional policies as they relate to establishment and enforcement activities;
  • Counsels employees on work performance issues;
  • Resolves work related problems, including employee grievance;
  • Sets production standards and maintains quality control within assigned unit;
  • Investigates, evaluates and responds to inquiries and complaints from the public;
  • Writes and reviews correspondence related to the establishment and enforcement of support orders;
  • Assists in and / or conducts complex or unusual enforcement investigations and activities;
  • Collects, and assists in the collection, of skin tissue samples for DNA testing.

Other Duties :

  • Evaluates complaints to determine proper course of action.
  • Investigates and attempts to resolve client complaints and concerns.
  • Identifies and takes appropriate courses of action to provide for a smooth and orderly flow of information to clients and to provide for a smooth and orderly process for dispute resolution.
  • Notifies complainant regarding status of their complaints.
  • Advises complainant of state administrative hearing process and other complaint resolution processes.
  • Documents the number, source, origin, location and nature of complaints and integrates this information into the local child support agency's quality assurance program.
  • Develops, and maintains databases and documents as needed.
  • Compiles and makes available to the State Department of Child Support Services data collected including, but not limited to the number of contacts, the number of complaints made, type of complaints made, the percent of complaints resolved, the number of referrals, the percent of complaints resolved outside of mandated timelines and the percent of unresolved complaints.
  • Assigns, evaluates and supervises staff assigned to the Ombudsperson program.
  • Interviews, selects and hires employees for the Ombudsperson Program.
  • Coordinates building and / or site maintenance, and / or business-related functions;
  • Coordinates the maintenance of division vehicles
  • Performs other related duties as required.

Employment Standards

Minimum Qualifications Any combination of experience and education, which provides the required knowledge and skill, is acceptable.

A typical way of gaining the knowledge and skill is outlined below : Experience : Three (3) years of experience working as a Child Support Specialist II or a comparable journey level classification in a county child support enforcement function.

College level course work and / or supervisory or management experience in the public or private sector may substitute for the required experience on a year-for-year basis for up to two years.

License : Some positions in this classification may require incumbents to possess and maintain a valid California driver’s license, Class C or higher, to carry out job related duties.

  • Knowledge of : principles and techniques of supervision; child support transactions, fiscal records and book keeping; principles and techniques of interviewing and interrogation;
  • techniques and methods of debt collection; principles and techniques of locating individuals; specific procedures, regulations, statutes and operating methodologies relative to child support enforcement activities;
  • court processes and procedures; techniques of preparing and presenting evidence in court; principles of providing solid customer service;
  • surveying techniques used in determining customer satisfaction; the principles and practices used in employee selection and evaluation;

continuous quality improvement principles and practices; the use of software programs including but not limited to WORD, word Perfect, Internet Explorer and Access.

  • correct English grammar, punctuation, spelling and usage; basic mathematics and statistics.Ability to : prepare, maintain and reconcile various fiscal, accounting, statistical and numerical records;
  • performs office support work accurately; plan, review, evaluate and supervise the work of subordinates; analyze evidence, information and situations and develop sound recommendations;
  • read, interpret, and apply a variety of statutes, regulations and policies; communicate effectively with clients, employers, government agencies, consumer advocate groups, employees and the general public;
  • give clear instructions both in writing and orally; write effectively and prepare clear and concise reports; prioritize work and the work of others to meet critical deadlines;
  • deal tactfully and effectively with members of the public who may be hostile or emotional; maintain confidentiality of office records;

write in clear, correct and concise English; testify in court; collect skin tissue samples.
