Main Purpose of Job

A Parole and Probation Assistant Regional Administrator is professional administrative staff work responsible for supervision of technical and administrative functions in an Office of Regional Operations in the Division of Parole and Probation. Employees in this classification coordinate fiscal, personnel, and physical resources essential to parole and probation regional field office operations. Employees in this classification do not supervise Parole and Probation Field Supervisors but may supervise personnel who provide staff training and specialized services and clerical support staff. Employees in this classification receive general supervision from a Parole and Probation Regional Administrator and may be subject to call-in on Saturdays, Sundays and holidays, and any hour of the day or night. Positions in this classification are evaluated using the classification job evaluation methodology. The use of this method involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work Sections of the a class specification.

POSITION DUTIES

The main purpose of this position is to support the people in Maryland in making communities safer by ensuring appropriate levels of control of offenders through comprehensive case management and intervention strategies; the delivery of victim services; entering and developing partnerships with stakeholders that lead to a shared vision; living the professional principles of the division. This position manages regional operations as delegated and functions as the chief staff person to the Regional Administrator.Identifies and recommends ways to strengthen service systems.�Conducts on-site audits of operating efficiency of regional programs, services, and work force to determine effectiveness of supervisors in terms of functional performance and attainment of program objectives.�Assists Regional Administrator in the formulation of service delivery plans, installation of new resources, and the adoption of administrative procedures for compliance with program and personnel standards. Assists the Regional Administrator in developing data for the agency annual operating budget and contributes program and fiscal reports on the regional operations for the executive plan and annual reports prepared by the Division of Parole and Probation.Determines optimal use of resources through analytical studies of workload distribution and alignment of staffing patterns for field operations.�Consults with agency representatives regarding implementation and interpretation of State personnel policies and administrative guidelines. Acts as liaison between the Regional Administrator and criminal justice officials, the Maryland Parole Commission, Division of Corrections and local social welfare agencies.Promotes public interest in agency activities through presentations before civic groups and professional organizations. Keeps abreast with professional literature reporting innovations in parole and probation administration and correctional research, and attends special conferences and seminars to assure continuing education. May prepare extensive and in-depth analytical reports on the organization, administration and management of field offices in a designated region.Performs other related duties.

MINIMUM QUALIFICATIONS

Education:��� A Bachelor's degree from an accredited college or university, with a major in business or public administration or the social, behavioral or correctional sciences. � Experience:��Six years in parole and probation work, at least two years of which must have involved administrative or supervisory responsibility over full time professional staff in an agency responsible for the supervision of adult probationers or parolees. � Notes:��� 1.��Candidates may substitute 30 credit hours of graduate level education in business or public administration or one of the social, behavioral, or correctional sciences for one year of the required general experience. � ��� 2.� Candidates may substitute U.S. Armed Forces military services experience as a commissioned officer in social work or�correctional counseling classifications or specialty codes in the�criminal justice field of work at the rate of two years of military experience for one year of the required experience.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
