IFES is a non-profit, non-partisan international organization. As the global leader in democracy promotion, IFES advances good governance and democratic rights by providing technical assistance to election officials; empowering the underrepresented to participate in the political process; and applying field-based research to improve the electoral cycle. Since 1987, IFES has worked in over 145 countries, from developing democracies to mature democracies.

Since 1994, IFES has played a significant role in promoting electoral, administrative and legal reform in Ukraine. In cooperation with partners in Ukrainian civil society and the Central Election Commission (CEC), IFES is working to foster dialogue on electoral reform, build the capacity of local NGOs, institutionalize best practices in training election officials and ensure more equal representation in the electoral process for disadvantaged populations, especially women, representatives of national minorities and persons with disabilities.

Within its assistance to the CEC, in relation to the organization of the future post-war elections, IFES Ukraine requires services of a Senior Digital Technology Expert to conduct a comprehensive analysis of international practices in regulating the use of AI for electoral processes. The expert will also provide international expertise, research, assessment, analysis and commentary to Ukrainian stakeholders in the areas of digital technologies, artificial intelligence (AI), elections, and cybersecurity.

SCOPE OF WORK:

• Lead a comprehensive analysis of international practices in regulating the use of AI for electoral processes, highlighting key lessons learned and best practices.
• Author a report on AI Governance in International Electoral Processes by June 15-20.
• Before finalizing the report, present its draft version and preliminary findings during the online expert discussion (up to 30 minutes oral speech) with Ukrainian stakeholders organized by IFES Ukraine (tentatively scheduled for June 5, 2024) to gather valuable inputs and perspectives -PowerPoint presentation.
• Incorporate feedback and insights from the expert discussion to finalize the report, ensuring it addresses the specific needs and context of Ukraine while aligning with international best practices - MS Word document.
• Identify, assess and catalogue international resources, such as literature, institutions, vendors, experts and technologies to enrich Ukraine's research and development in the field of digital technologies, artificial intelligence (AI), elections, and cybersecurity.

SPECIFIC DELIVERABLES:

• Draft report on AI Governance in International Electoral Processes - MS Word document;
• PowerPoint presentation based on the draft report and its preliminary findings;
• Finalized report on AI Governance in International Electoral Processes - MS Word document;
• Research, analysis, concept papers, reports, recommendations in the field of digital technologies, artificial intelligence (AI), elections, and cybersecurity.

TIMELINE: May 24 - December 31, 2024

LEVEL OF EFFORT: 30 days.

PROFESSIONAL REQUIREMENTS AND QUALIFICATIONS:

• Bachelor's Degree in law, public affairs, cybersecurity, technologies or other related field. Master's degree preferred;

• Minimum of 16 years of relevant work experience successfully leading projects in the field of elections, digital technologies, cybersecurity, human rights and democracy;
• Demonstrated ability to conduct research and analysis, develop concept papers, reports, recommendations in the electoral field, artificial intelligence, technologies, cybersecurity, human rights and democracy. Providing examples of publications would be an advantage;
• Recognized expertise in elections, cybersecurity, and evolving digital technologies, including AI and its regulation worldwide.
• Professional experience of working with international organizations and technical assistance programs is an asset.

LANGUAGE SKILLS: Fluency in written and spoken English language is required.

TRAVEL: Travel may be required.
