Position Summary: Under general supervision, performs a variety of semi-skilled and unskilled utility maintenance and repair duties for the City of Canon City.

Essential Duties and Responsibilities*: The essential duties and responsibilities listed below are central to the job or are the reason the position exists, and the employee must be able to perform each essential function satisfactorily.   • Assists with constructing and repairing water lines, tapping water lines, installing water meters, and setting water hydrants.
  • Performs routine and preventive maintenance and minor repairs on tools and equipment, including cleaning.
  • Uses hand tools such as jack hammers, flaring tools, welders, leak detection devices, air monitoring devices, breathing apparatus, grinders, and probes as required.
  • Performs related maintenance duties such as checking for leaks, water sampling, disinfecting, hydrant flushing, valve exercising, and pressure checks as required.
  • Performs traffic control in and around work zones.
  • Completes daily work reports and other paperwork.
  • Participates in on-call rotation for after-hours and weekends.
  • Locates underground water utilities as requested.
  • Regular or predictable attendance is an essential function in the performance of this job.
  • Provides excellent customer service to external and internal customers including but not limited to effectively listening and communicating, providing accurate information, offering solutions, assisting in resolution, and ensuring timely follow up as needed.

Non-Essential Duties and Responsibilities*: The following duties, although not essential to the position, are important components to the smooth and efficient operation of the Division, Department, and City.

  • Performs customer service duties for water customers including re-reads, water leak checks, service turn on’s/off’s, delivering water shut off notices, taking final meter readings, and confirmations of water service status.
  • May be required to operate equipment such as dump trucks and water trucks.
  • Attends or completes trainings, seminars, and meetings as required.
  • Performs related duties as established by law or ordinance or as reasonably directed by the City.
  • Installs new water meters and upgrades data collection systems on existing meters.
  • Repairs and replaces water meters, registers, and remote wiring.

  • Knowledge of principles and processes for providing excellent customer service. This includes customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction.
  • Knowledge of the practice and methods of leading workers in utility construction, repair and maintenance.
  • Knowledge of the practice and methods of traffic control for crews working in the streets and rights-of-way.
  • Knowledge of the practices and methods of water distribution system operation.
  • Knowledge of Regulatory requirements regarding water distribution systems.
  • Skilled in the safe use of tools and equipment used in water distribution system construction, maintenance and repair, including generators, pumps, trenchers, boring equipment, colorimeter, underground utility locator, chlorine testers, torches, flaring tools, welders, self-contained breathing apparatus, leak detection devices, air monitoring devices, grinders, and probes.
  • Skilled in Safe use of hand tools and power tools such as cutters, chain saws, shovels, and rakes.
  • Knowledge of Material Safety Data Sheets for hazardous materials used in water distribution operations.
  • Ability to communicate effectively verbally and in writing.
  • Ability to build effective relationships as needed with employees, government officials, contractors, vendors, and the public.

Requirements

Minimum Qualification(s):

Experience

  • At least one (1) year of experience in construction, general laborer, agriculture or related field.

Education

  • High School Diploma or Equivalent.

Licenses/Certifications

  • Ability to obtain a Colorado Class ‘A’ Commercial Driver’s License with a Tanker Endorsement and Air Brake Endorsement within 12 months from date of hire. This deadline may be extended at the discretion of the Department Director.
  • Ability to obtain a Class I Water Distribution certification within 6 months from date of hire.

Any acceptable combination of education, training and experience that provides the listed knowledge, abilities and skills may be substituted.

Preferred Qualification(s):

Experience

  • At least one (1) year of experience in the water distribution field.

Education

  • Associates Degree in Water Systems Technology, Water Supply Technology, Water & Environmental Technology, or similar focus.

Licenses/Certifications

  • Currently poses a Colorado Class ‘A’ Commercial Driver’s License with a Tanker Endorsement and Air Brake Endorsement.
  • Currently possess a Class I Water Distribution certification.

While performing the duties of this job the employee will travel within the City of Canon City and Fremont County

  • Frequent bending, simple grasping, finger/manual dexterity, standing, walking, twisting upper body, stooping, and hearing.
  • Occasional climbing on stairs.
  • Communicates verbally with City staff, outside agencies and the public in one-on-one settings, group settings and over the telephone.
  • Physically demanding position that requires the ability to perform manual labor for extended periods of time, requiring lifting; pulling; carrying and pushing of objects –approximately 100 pounds.
  • May be exposed to loud noise and hazards for significant periods of time.

Additional Information:

  • This position will typically work Monday – Friday but will flex to working weekends and evenings based on seasonal, organizational or event needs.
  • This position will be required to attend occasional City Council meetings and/or other meetings and events after normal work hours.
  • Travel within the City of Canon City and Fremont County will be required.
  • Frequent extension of work day to meet deadlines.
