JOB TITLE: CHIEF OF POLICE

REPORTS TO: CITY MANAGER

WAGE RANGE: $50.94 - $75.26

Under administrative direction of the City Manager, the Chief of Police, who may also serve as the Director of Public Safety, is responsible for the management, supervision, and direction of the operations of the municipal police department. The Chief of Police is accountable for developing and implementing innovative programs which focus on crime prevention; community awareness and education of emergency service; hazardous material operations; and other public safety services. Chief or Police ensures the fair, equitable and impartial enforcement of all the Federal, State and local laws; develops and directs the implementation of goals, objectives, polices, procedures, and work standards for the Police Department; selects and makes recommendations regarding the hiring of department personnel; prepares and administers the department’s annual operating budget; interprets City policies and procedures for public safety employees; responsible and accountable for department morale and productivity; provides highly responsible and technical staff assistance to the City Manager as well as professional assistance to members of other City departments, the City Council and the community; represents the City and the Police Department in meetings with representatives for other law enforcement agencies, professional, business and community organizations and the public; responds to difficult inquiries or community complaints; conducts internal investigations as necessary and/or appropriate; performs other related public safety duties as required.

CLASSIFICATION

Full-Time; Exempt; Sworn; Contract.

ESSENTIAL DUTIES AND RESPONSIBILITES

Duties of this class include, but are not limited to the following:

· Manage and direct operational and service demands in the department; devise plans, programs, goals and objectives to meet these demands.

· Direct and administer the preparation of the annual operating budget and long-range capital improvement program for the City’s public safety program.

· Coordinate municipal law enforcement activities with County of Merced and other law enforcement agencies.

· Supervise and perform special studies relative to the preparation of comprehensive law enforcement services, as needed.

· Direct the deployment of public safety personnel, including appropriate training.

· Confer with citizens, City Council, City officials, and other law enforcement agencies concerning public safety problems, and make appropriate policy recommendations to the City Manager.

· Direct the maintenance of a comprehensive public safety record system.

· Serve as the Emergency Operations Center (EDC) Commander for the City, and other agencies as necessary, in emergency disaster planning and preparedness.

· Attend various law enforcement conferences to maintain state of the art knowledge and skills in law enforcement.

DESIRED MINIMUM QUALIFICATIONS

Education and Experience:

· Possess a four-year college degree in criminal justice or closely related field.

· Secure valid certification as a law enforcement officer in the State of California within six (6) months of employment; secure a management and an executive certificate from the State of California within two (2) years of appointment.

· Possess five (5) years of increasingly responsible experience in law enforcement administration, preferably as a Lieutenant or above, and/or ten years’ experience in law enforcement, preferably in a municipality; or any equivalent combination of education and experience.

· Possess a valid California Class C Driver’s License at the time of appointment.

NECESSARY KNOWLEDGE, SKILLS, AND ABILITIES

Knowledge of:

· Principles and practices of modern police science and police administration.

· Resources available for the provision of law enforcement services.

· Use of police records and their application to the solution of police cases and problems.

· The functions of County, State, and Federal law enforcement, regulatory and licensing agencies.

· The principles of psychology and human behavior.

· The principles of effective personnel management.

Ability to:

· Create innovative public safety management programs and systems in response to law enforcement problems.

· Delegate responsibility to subordinates, effectively and efficiently.

· Plan, coordinate, and evaluate the work and performance of subordinate personnel in a manner conducive to full performance and high morale, thereby enhancing the provision of public safety services to the community.

· Initiate, monitor, and coordinate the rules of the City as adopted by the City Council including provisions of the labor contract between the City and the City’s Police Officers Association.

· Prepare and direct the preparation of comprehensive statistical reports, budgets, public safety materials, professional and technical correspondence.

· Maintain composure and assume responsible action during stressful situations.

· Speak effectively and persuasively in a variety of situations.

· Communicate effectively in order to gain the trust and cooperation of others, when difficult to achieve, and to communicate technical concepts and abstract ideas clearly and succinctly.

· Work cooperatively with others as the leader of a service oriented team.

· Analyze police problems; make appropriate recommendations to improve policies and procedures for the resolution of issues.

· Direct and command the work activities of a moderate sized police force, including crime prevention, patrol, civil and criminal records, animal control, parking enforcement, and other related public safety programs.

· Establish and maintain effective working relationships with colleagues, City employees and the general public.

· Read, write and speak English at a level necessary for efficient and effective job performance.

· Make public presentations before the City Council, civic groups, and other community organizations.

· Operate a motor vehicle, effectively and safely, under normal and stress conditions.

· Handguns and impact weapons; police and civilian radios and telephones.

· Handcuffs; wraps; flex cuffs; fingerprinting equipment.
