LABORER II

TITLE: LABORER II

DEPARTMENT: PUBLIC WORKS AND PARKS & RECREATION

DESCRIPTION:
Under direct to general supervision, is responsible for performing strenuous unskilled or semi-skilled labor of routine difficulty, including semi-skilled building maintenance, and routine landscape/grounds maintenance.

GENERAL DUTIES AND RESPONSIBILITIES:
THE FOLLOWING DUTIES ARE NORMAL FOR THIS TITLE. THESE ARE NOT TO BE CONSTRUED AS EXCLUSIVE OR ALL-
INCLUSIVE. OTHER DUTIES MAY BE REQUIRED AND ASSIGNED.

GENERAL TASKS AND RESPONSIBILITIES:
WHILE FOLLOWING TASKS ARE NECESSARY FOR THIS POSITION, THEY ARE NOT AN ESSENTIAL PART OF THE DUTIES

OF THIS POSITION AND MAY ALSO BE PERFORMED BY OTHER EMPLOYEES.

  • Mows lawns, trims plants and shrubs, and prunes bushes and trees; physically moves large quantities of dirt and turf; operates equipment such as riding and push lawn mowers, brush hog, air hammer, weed-eaters, and pickup and larger trucks; assists Equipment Operator in opening and closing grave sites and setting markers/vases; picks up trash and maintains clean appearance of parks and cemeteries; cleans and maintains grounds keeping equipment and tools; operates rubber tire loader.
  • Cleans and maintains restrooms and other park/recreation facilities, including picking up trash, washing facilities inside and out, making sure that restrooms are supplied with soap, toilet paper, and paper towels, and painting/performing minor plumbing repairs as necessary; performs repairs requiring light carpentry and routine electrical work; performing any building and grounds maintenance work necessary to ensure that City facilities are clean and neat.
  • Maintains the buildings, grounds, and equipment at the City's wastewater treatment plants, including sweeping and mopping floors, cleaning and sanitizing laboratory, restroom, and lunch room areas, changing light bulbs, and painting; performs minor plumbing, carpentry, and electrical repair/maintenance work as necessary; cleans clarifiers, sludge drying pits, and skims scum from digesters; applies herbicides and insecticides as necessary; mows and trims grounds areas.
  • Performs a variety of strenuous manual labor activities associated with repairing/maintaining streets and alleys, excavating and repairing sewer breaks and line stoppages, setting traffic signs and signal lights, cleaning catch basins, and picking up and hauling trash and debris from City owned/maintained parks, golf courses, cemeteries, wastewater treatment plants, and buildings.

GENERAL PHYSICAL REQUIREMENTS:
LANGUAGE ABILITY AND INTERPERSONAL COMMUNICATION

  • Skill in establishing and maintaining effective working relationships with other City employees and the public.

MATHEMATICAL ABILITY
JUDGMENT AND SITUATIONAL REASONING ABILITY

  • Knowledge of general grounds/landscape maintenance procedures and techniques, including the application of herbicides and insecticides.
  • Skill in operating and maintaining a variety of tools and equipment used in buildings and grounds maintenance work.
  • Skill in understanding and following oral and written instructions.

PHYSICAL REQUIREMENTS

  • Requires high levels of standing, bending, twisting, pushing, pulling, reaching, squatting, and carrying; requires being able to regularly lift 50 pounds and occasionally 75 pounds; manual dexterity to such a degree as to allow proper assembly, maintenance, and operation of job related equipment such as specialized maintenance tools or equipment; must be sighted, hearing, and mobile to such a degree as to not compromise safety rules or the safety of self/others while working; must possess visual depth perception.
  • Skill in performing strenuous manual labor work.

ENVIRONMENTAL ADAPTABILITY

  • Knowledge of general building maintenance procedures and techniques, including carpentry, plumbing, painting, and electrical repair.
  • Knowledge of the general procedures and techniques for the repair and maintenance of small engine gas powered tools and equipment.
  • Knowledge of the operating procedures and techniques for a variety of buildings and grounds maintenance tools and equipment.
  • Skill in repairing a variety of small gas engine powered tools and equipment.

GENERAL QUALIFICATIONS:

  • Graduation from high school or G.E.D. and one year of experience performing manual labor or buildings/grounds maintenance work.
  • Must possess a valid Missouri Commercial Driver’s license, or be able to obtain within 90 days of employment.
  • Must possess a Hazmat certification (within the Streets Division), or be able to obtain within 90 days of employment.
  • Must be able to successfully complete a thorough background check, and successfully complete a physical exam and drug test.
