Job Summary

Conduct financial and analytical work as member of the Public Works Department providing reliable infrastructure and dependable public services that promote and protect the health, safety, and welfare of the community.

What you will do:
Support supervisors and managers in the Public Works Department in strategic planning and performance measurement; employee recruitment, training, and development; review and development of policies and procedures; and evaluation of workflows for process improvements.
Job responsibilities:

  • Support strategic planning efforts through development of goals, objectives, and measures.
  • Monitor progress and effectiveness of strategies by evaluating data and performance metrics.
  • Analyze and compare the performance of operations to industry service level standards.
  • Facilitate inclusive recruitment practices and manage new employee orientation process.
  • Function as superuser of training software and assign standardized training to employees in support of training and retention.
  • Support the department’s efforts in diversity, equity, and inclusion and promote best practices.
  • Monitor and analyze programs, policies and procedures, and other support functions to develop recommendations for improvements.
  • Evaluate opportunities to implement efficiencies and electronic workflows in support of field workers and employees at multiple locations.
  • Occasional attendance at meetings or activities outside normal working hours.

What are the minimum qualifications?
  • Bachelor's degree from an accredited college or university in public or business administration or related field, and five years of related experience including progressively responsible managerial experience, or any combination of education, experience, and training that demonstrate possession of the knowledge, skills, and abilities as listed, and ability to perform the examples of work.
  • Must pass the pre-employment background check.
  • Depending on area of assignment, may be required to pass the pre-employment drug test (including marijuana).
  • Must have an Oregon Driver license and have a driving record that meets the City of Salem's driving standards.
What you will bring along:
  • Ability to exercise resourcefulness, tact and leadership in conducting studies, preparing and explaining recommendations and assisting in the actual implementation of revised or new programs and procedures.
  • Knowledge of and ability to analyze, interpret or explain federal, state and local laws and regulations in areas of expertise.
  • Ability to establish and maintain strong working relationships and communication with all levels of City staff, contractors, other public bodies or agencies and members of the community. Capable of using tact and diplomacy when dealing with internal and external customers. Skill in communicating effectively through spoken and written word to a wide range of audiences.
  • Proficiency in operating office computer and associated software applications, technology, or other programs or equipment to collect and analyze data, retrieve information, and create documents and reports.
  • Skill in effective prioritization and execution of tasks within time constraints or specific deadlines.
  • Ability to exercise sound judgment to solve problems, work independently and make appropriate decisions regarding work methods and priorities.
  • Competence in respecting, seeking to understand, and valuing individual differences to foster and support a diverse and inclusive workplace.
  • Visual acuity necessary to perform an activity such as: preparing and analyzing data, viewing a computer terminal, and extensive reading.
  • Ability to express or exchange ideas by means of the spoken and written word.
