Job Summary:
This program provides peer support outreach in the Portland downtown area as well as peer support response to calls from law enforcement, primarily Portland Police Bureau (PPB) bike patrol to offer support, service connection and hope to people living outside who may be struggling with substance use, addiction and other mental health issues. The program is part of a broader effort to connect people with lifesaving interventions like detox, basic needs referrals, addiction treatment, mental health, medical care and other supports. When PPB officers encounter someone using drugs in public, they offer them the opportunity to meet with a trained peer support outreach worker. If the person agrees, a peer outreach team is sent to their location. If that person wants services, the outreach worker attempts to connect them to same-day access to care. If same-day care is not available, the peer outreach workers maintain contact to support the person with their services plan, while also working to navigate wait lists and other barriers to get them access to care as quickly as possible.

The ideal MHAAO Program Manager has the experience of having been a Peer Support Specialist (PSS)/Certified Recovery Mentor (CRM) and whose supervision is guided by the core values and principles of peer support. This person is able to balance being in the field with program management and supervision duties. This position requires strong coordination and engagement skills. This position will be required to cover shifts as needed, without additional on-call compensation.

MHAAO requires that all staff have a minimum of two (2) years’ continuous recovery.

Education:
Three to five years related experience and/or training: or equivalent combination of education and experience.

Background Check:
A criminal background check will be conducted by MHAAO in accordance with the MHAAO background check policy. A criminal record does not necessarily exclude an individual from employment with MHAAO.

Licensure/Certification:
Oregon Health Authority(OHA)Peer Support Specialist (PSS) certification and MHACBO Certified Recovery Mentor (CRM) certification is required but may be applied for within 3 months of hire. This position requires at least 2 years of addiction recovery.
Valid Oregon Driver’s License and proof of automobile insurance required. Must have reliable transportation.


General Accountabilities and Essential Functions

  • Supports strategic outreach to community members with a focus on people who are living outside in the downtown Portland area.
  • Supervises peers support specialists (scheduled 1:1, group monthly)
  • Assists with onboarding and training of new Peer Support Specialist staff.
  • Collaboratively work with MHAAO BHRC Director, appropriate Portland Police Bureau staff and various community partners to achieve Provider-Police Joint Connection Program goals.
  • Participates in program development, understanding and supporting system integration and improvement.
  • Has knowledge of and relationships with community service and resource providers.
  • Feedback and coaching to PSSs; setting expectations regarding remediation/ performance improvement.
  • Provides clear channels of communication with MHAAO BHRC Director, appropriate Portland Police Bureau team members and other relevant community partners.
  • Reporting, time sheet, and contract compliance
  • Step in to provide coverage for 1:1 peer support/recovery mentor staff as needed.
  • Ability to learn and support PSS staff training with data entry and encounter notes on platforms such as JotForm, HMIS and Recovery Link.
  • Provide coverage for other team members in times of temporary staffing shortages or other unexpected circumstances.
Skills and Knowledge Required: Demonstrates a strong foundation in the core values and principles of peer support (fidelity and scope). A knowledge of human services/peer support program development and capacity building. Ability to network and collaborate with diverse groups of people who have varied skills and knowledge. Ability to read, analyze and interpret mental health and recovery periodicals, professional journals, and government regulations. Well-developed writing skills including the ability to write for publication, and to create reports, technical assistance guides, and educational and training materials. Ability to respond to questions from other community organizations, consumers, and the general public. Must be proficient with Microsoft Office Suite.

Is comfortable with the shared duties and daily prioritization shifts inherent to a growing non-profit environment. Must have lived experience of mental health and addiction recovery. Possesses an absolute belief in every person's ability to learn, grow and recover. Possesses insight pertaining to personal biases and worldview and how they may interfere with effectively working with individuals representing a variety of cultural, ethnic, language and life experiences.
