City of Lincoln, Alabama is Hiring a Revenue Officer Near Lincoln, AL

The Revenue Officer position involves performing administrative support in the processing of business license applications and the collection of taxes. This position’s duties include but are not limited to providing customer service to local businesses and vendors, responsibility for ensuring that all businesses and vendors under municipal authority operate with a correct and valid license and in conformance with municipal regulations. The Revenue Officer works under the general supervision of the Senior Revenue Officer.

FUNCTIONS/DUTIES (include, but not limited to):

  • Interviews license applications to determine the nature of their business activities; explains licensing and tax procedures; determines proper license code and fee schedule for the business; determines if zoning allows business in proposed location; calculates business license fees and issues business licenses.
  • Instructs taxpayers on procedure for filing tax returns.
  • Assist in mailing and processing business license renewal forms annually.
  • Assist in processing and mailing delinquent business license notices in February and March of each year.
  • Receive various forms, reports, correspondence, tax returns, alcohol license applications, license notices, payments, refund request and other documentation; review, complete, process, forward or retain and process as appropriate.
  • Report discrepancies in taxpayer financial reporting, account records, etc. to the Senior Revenue Officer and/or the City Clerk.
  • Explain tax remittance process to customers; assist customers in completion of tax return forms if needed.
  • Assist in mailing delinquent tax notices.
  • Perform computer related tasks such as writing letters, working in excel, creating reports.
  • Assist in scanning a variety of files and records in the city’s electronic filing system.
  • Maintain confidentiality of all financial and other restricted information relating to business license and/or tax accounts.
  • Assist with field work when necessary for the collection of license/tax revenue, locate unlicensed businesses.
  • Create license and tax accounts in Delta software.
  • Ensure accuracy and timeliness of reports.
  • Adhere to internal controls for cash handling.
  • Review revenue office receipts posted by the front office for accuracy.
  • Communicate and coordinate regularly with appropriate others to maximize the effectiveness and efficiency of interdepartmental operations and activities.
  • Maintain a comprehensive, current knowledge of applicable laws/regulations and city/state revenue codes; maintain knowledge of city limits/police jurisdiction boundaries; maintain professional affiliations; attend training and conferences as required to maintain certifications.
  • Comply with all federal, state, and municipal laws while performing duties.
  • Ability to gain the needed knowledge and experience to step in and ensure continued office practices when the Senior Revenue Officer is unavailable.
  • Perform all other related duties as assigned and required.

QUALIFICATIONS:

  • Must be a graduate of an accredited high school or hold a certificate of high school equivalency (GED).
  • Two (2) to three (3) years of experience in a public clerical or comparable position. Experience in municipal license/tax administration, database, collections, and billing processing is considered an asset.
  • Completion of relevant courses in accounting, finance, or business administration or an equivalent subject is considered an asset.
  • Certified Municipal Revenue Officer (CMRO) designation desired or must obtain within a reasonable time, not to exceed three (3) years from date of hire, and thereafter maintain valid certification.
  • Must be willing to work non-standard hours and overtime as required.
  • Must be able to pass a background check.
  • Must possess adequate computer skills with knowledge of common office software and willingness to learn special software related to the position.
  • Must possess and maintain a valid Alabama driver’s license and a driving record suitable for insurability.
  • Must be willing to travel overnight to attend continuing education courses and workshops.
  • Must be physically able to perform the essential functions of the position.

HOURS OF WORK: This position is considered full-time (40 hours weekly), Monday to Friday, 8:00AM to 5:00PM.

SALARY: The wage range for this position is $19.13 to $23.38 hourly. The starting hourly wage for this position will be dependent upon the qualifications and experience of the successful candidate.
