Compensation:
$41,870.40 to $47,257.60/Annual ($20.13 to $22.72/Hr.)*

  • Salary can vary depending upon education, experience, or qualifications. Though this position is unclassified, pay is equivalent to classified Pay Grade 24, Steps 10-15.

Position Summary & Responsibilities

Position Summary:

This position is responsible for providing assistance to, but not limited to, IPO's, Discharge and Release Planners, or any Unit Team personnel involved with a residents release from LCF X-Unit. This position will deliver pre-and-post-release services, including follow up and provision of technical assistance with parole officers and community partners related to housing. This position will also develop relationships with landlords, property managers, housing services agencies, and property developers, to increase the housing options available to residents releasing from LCF X-Unit. Strong coordination with housing coordinators and community resources in counties correlated with high release rates. This position will possess a strong working knowledge of goal outcomes of X-Unit programming and work to connect residents to counties with resources and opportunities applicable to skills obtained from the aforementioned programs related, but not limited to housing, career readiness, and substance use treatment.

Job Responsibilities may include but are not limited to the following:

Serve as Housing Resource Specialist for pre-release residents engaged in programming on X-Unit, and as facility Housing Liaison between parole offices and X-Unit. By managing a caseload of pre-release X-Unit residents and assisting facility-based reentry and IPO's in bridging the gap between facility-based programming and residency, to community-based independence and housing. Provide assistance to reentry staff in the discovery and procurement of safe, affordable housing for returning citizens that that have resided and participated in programming on X-Unit. Work closely with facility reentry, substance abuse education and treatment staff, as well as parole to identify housing needs as a member of a multi-discipline team. This position will present the housing plan formulated with reentry staff to the facility IPO for final approval and assist IPO in bridging the gap from facility to post release supervision by attending case planning calls with IPO and parole when applicable.

Make contacts in the community to develop housing opportunities for returning citizens. Serve as point of contact for landlords to address issues, concerns, trouble shoot, etc., to obtain housing for residents releasing from X-Unit. Establish relationships with housing services providers, government and not-for-profit, to enhance access of returning citizens to public housing and housing services.

Work with staff engaged in case management for high risk/need co-occurring residents of X-Unit to help establish housing as part of a supportive housing model. Work with facility, peer mentoring, and parole staff to increase their skill and ability in addressing housing, developing a housing plan, identify and address barriers to housing, and otherwise participate in addressing housing for offenders. Provide monthly follow-up engagement with parole for a minimum of 90 days to effectively track and report outcomes. The incumbent is responsible for the development of pre and post release risk assessment as it relates to housing when providing parole follow-up in (at minimum) 30-60-90 day increments.

All case work is to be documented in Athena, in addition to tracking which resources were utilized, to determine outcomes and provide a brief monthly update to reentry supervision. Assist facility reentry staff outside of X-Unit in times of low case volume or urgent expectations at the direction of supervision.

Qualifications

Minimum Qualifications:

Six months of experience in planning, implementing and monitoring activities relevant to the agency's programs. Education may be substituted for experience as determined relevant by the agency.

Preferred Qualifications:

A bachelor's degree with major coursework in criminal justice, the social sciences, or the behavioral sciences, and one (1) year of experience working with offenders in corrections, parole, or law enforcement. Or 60 semester hours of college credit, with twelve (12) hours in corrections or related field, and three (3) years of experience working with offenders in corrections.

Experience working with offenders or other at-risk-for homeless or homeless populations

Experience with community advocacy.

Experience with making referrals and/or placements to community resources, especially related to housing.

Knowledge of the housing services providers/system at the federal, state and local level.

Experience developing community resources for special needs offenders, especially in regards to housing and job options.

Demonstrated skill of problem solving.

Demonstrated skill in multi-tasking.

Organizational skills.

Comfortable working as part of a team.

Working knowledge of MS Office Suite, including Outlook, Word, Excel, Powerpoint and Access.

Post-Offer, Pre-employment Requirements: Must possess and maintain a valid driver's license. Must pass a criminal history records check.
