PUBLIC WORKS EMPLOYEE/STREET CREW II (Heavy & Light duty Equipment, Patrol Truck Operator)

SUMMARY STATEMENT OF DUTIES: Under the direction of the Public Works Manager, duties of this employee include but are not limited to, participates in the public works/streets and parks general operation and maintenance activities and repair of Village vehicles and equipment; operates heavy and light duty equipment; assists in snow and ice removal operations; and performs responsible work involving streets/parks repair, construction, and buildings and grounds maintenance, and other duties as assigned by the Public Works Manager or his/her designee.

DISTINGUISHING FEATURES OF POSITION: The employee in this position, under the direction of the Public Works manager, or his/her designee, performs work in the public works/parks departments involving maintenance, repairs and construction and other projects that require use of heavy-duty equipment/vehicles.

DUTIES AND RESPONSIBILITIES:

Under the direction of the Public Works Manager or designee, this employee:

  • Coordinates and participates in the operation and maintenance of the Public Works/Parks Department;
  • Monitors seasonal/temporary personnel;
  • Assists in drafting specifications for purchase of equipment, supplies and Contracts for Services;
  • Monitors inventory and orders materials and supplies needed in-house for routine operation of Public Works/Parks department;
  • Performs snow and de-icing operations;
  • Operates heavy and light duty equipment/vehicles/power tools and uses hand tools;
  • Performs basic electrical, carpentry, plumbing and irrigation/landscaping work;
  • Participates in routine maintenance/repairs on Village equipment/vehicles;
  • Assists in locates for Diggers Hotline and others;
  • Cooperates with all divisions and departments of the Village of Plover;
  • Shall work on weekends, holidays and other times during the week when scheduled or requested by the Public Works Manager or the Assistant Public Works manager;
  • Follows all safety and other policies and procedures;
  • Is 'on call" for and deals with emergency and unexpected situations;
  • Works without supervision and performs related duties as required;

ESSENTIAL KNOWLEDGE, SKILL, AND ABILITY:

Extensive knowledge of methods, materials and techniques used in public works/park maintenance and general construction projects; thorough knowledge of safety policies and procedures used during public works/parks maintenance and construction projects and general maintenance; ability to operate heavy and light duty equipment, power tools, and use hand tools; good surveying knowledge; basic knowledge and ability to perform electrical, carpentry, plumbing and irrigation work; resourcefulness in handling maintenance and repair problems; computer skills including but not limited to GIS and general operations are required. Must be able to communicate effectively, both orally and in writing including reports; ability to execute sound judgment and establish and maintain effective working relationships with other employees and the general public; ability to perform confined space entry, computer literate; high school diploma or GED required. Must hold valid driver's and commercial driver's licenses (Class B, D), with endorsement N = tanker and air brakes (preferred).

PHYSICAL REQUIREMENTS IN PERFORMING TASKS

The performance of tasks associated with public works/parks and other calls for assistance requires:

  • Ability to lift heavy objects (100 pounds) unassisted and objects (more than 100 pounds) with assistance;
  • Ability to position, raise and climb ladders;
  • Ability to use tools and other equipment requiring a moderate to high degree of physical strength and manual dexterity under normal and emergency conditions;
  • Must be able to sit and drive continuously for 6-8 hours a day;
  • Must be able to walk considerable distances daily;
  • Must be in good physical condition and pass routine respiratory physicals for confined entry as required by safety policy;
  • Must be able to perform hard physical labor for extended periods of time.

WORKING CONDITIONS UNDER WHICH TASKS ARE PERFORMED

The performance of some tasks performed expose an individual to:

  • Machinery and its moving parts,
  • Hazardous chemicals and other hazardous materials,
  • Mechanical hazards,
  • Electrical hazards,
  • Respiratory hazards,
  • Confined entry areas,
  • Slippery conditions,
  • Loud noise

Certain tasks require the use of protective devices such as breathing apparatus, hard hats, face shields, safety glasses or goggles and gloves.

Work is often performed outdoors in extreme heat and cold, rain, snow, high humidity and under conditions that may contribute to emotional as well as physical stress.

EQUIPMENT OR MACHINERY USED IN PERFORMING TASKS

Specialized Public Works/Parks equipment and tools including, but not limited to; trucks, front end loaders, backhoe, tractors, snow plows, snow blowers, tankers, generators, pumps, chain saws, ropes, ladders, power tools, hand tools and radios/cell phones.

PUBLIC WORKS EMPLOYEE/STREET CREW II BENEFIT SUMMARY

PAY RATE

  • 2024 base wage - $30.49 per hour
  • Six month probationary period - 90% base wage
  • End of probationary period to one year anniversary – 95% base wage
  • After one year anniversary – 100% base wage

TYPICAL SCHEDULE

  • Monday – Friday 7:00 am to 3:30 pm, 30 minute unpaid lunch
  • On call as needed to deal with emergency and unexpected situations.

WISCONSIN RETIREMENT SYSTEM (WRS)

  • All permanent full-time employees who actually retire from Village service at the normal retirement age as established by the WI Retirement System shall receive an Employer contribution to the Wisconsin Retirement Fund. The Village shall abide by Wisconsin Statutes and all applicable laws and regulations regarding contributions.

HEALTH INSURANCE:

  • Full-time Village employees working thirty hours or more per week are eligible to participate in a comprehensive health insurance program, which includes hospitalization, surgical/medical and major medical coverage. Group Health Insurance is available on the first day of the month following the date of commencement of employment. Employees pay 10% of the monthly premium.
  • Full-time employees may decline/cancel health insurance coverage through the Village. In lieu of health insurance coverage through the Village, a $250 per month payment will be made into the employee’s State of Wisconsin’s ETF retirement account by the Village on behalf of the employee.

GROUP LIFE INSURANCE:

  • All full-time employees will receive the Village’s group term life insurance policy, coverage in an amount equal to the next thousand dollars of annual earnings. The coverage shall start after 30 days on the first of the following month. The Village shall pay one hundred percent of the basic coverage monthly premium.
  • The Village has made available to the employees supplemental, additional and spouse/dependent coverage. Premiums for additional, supplemental, and/or spouse/dependent coverage shall be paid in full by the employee.

VACATION

  • On January 1st of each year, all permanent, full-time employees, upon completion of one continuous year of service, shall be credited with vacation rights for the ensuing year as follows:

One through five years: 80 hours per year

Six through twelve years 120 hours per year

Thirteen through twenty years 160 hours per year

Twenty-one years and over 200 hours per year

HOLIDAYS:

The following days will be paid 8-hour:

  • New Year's Day
  • Last one-half (1/2) of Friday before Easter
  • Memorial Day
  • Fourth of July
  • Labor Day
  • Thanksgiving Day
  • Friday after Thanksgiving Day
  • Christmas Eve
  • Christmas Day
  • New Year's Eve
  • Floating Holiday (1)

Hourly-paid Employees who may be required to work on a recognized holiday shall receive, in addition to the paid holiday, additional compensation at one and one-half (1 ½) times the employee's rate of pay for the number of hours worked.

SICK LEAVE

  • Full-time employees shall accrue eight hours of sick leave for each month or major fraction of a month of employment with no limit on accumulation.
  • All permanent Employees who actually retire from Village shall receive an Employer contribution into a Post-Employment Health Plan equal to the cash value of sixty percent (60%) of the employee’s unused accumulated.

BEREAVEMENT LEAVE

  • In the event of death in the family of an employee, a permanent employee may be paid for time lost from scheduled work per HR Policy

LONG TERM DISABILITY INSURANCE:

  • All employees who fulfill the underwriting requirements of the Village’s group long term disability policy shall receive coverage. The Village shall pay one hundred percent (100%) of the monthly premium.

UNEMPLOYMENT INSURANCE:

  • Wisconsin Unemployment Compensation laws cover Village employment. Such coverage shall be in compliance with Chapter 108 of the Wisconsin State Statutes.

DEFERRED COMPENSATION:

  • Employees whose gross annual salary meets requirement levels will be eligible to participate in the Village’s deferred compensation plan.

FLEXIBLE BENEFIT SPENDING ACCOUNT:

  • Eligible employees may participate in any of the offered programs:

CLOTHING ALLOWANCES

  • The Village provides uniforms for employees to wear on duty.
  • The Village shall provide uniforms and protective equipment and/or clothing which is required by the Village, subject to conditions of the HR Policy.
  • The Village shall reimburse the employee up to $125.00 per calendar year toward the purchase of steel-toed boots/shoes.
  • The Village will pay the cost for purchase of safety glasses with side shields for those employees who wear prescription glasses and are required by the Village to wear safety glasses per HR Policy

HEARING TESTS

  • The Village will pay the cost for up to one hearing test per year for full time Village employees who are covered by the Village’s Hearing Protection Plan.
