Programs, Housing Resource Center Division
GENERAL DESCRIPTION:
Performs advanced (senior-level) research, policy and data analysis work relating to the Housing Resource Center (HRC) division. Work includes responding to affordable housing and community services information requests through phone and written correspondence; preparing ongoing Departmental performance and production reporting requirements; supports fair housing initiatives including: planning, developing, and implementing protocols and databases for managing and measuring fair housing activities within the Department, often working closely with Department’s Compliance division. Serves as Administrative Support Staff for the Texas Interagency Council for the Homeless serving as a liaison between Department and state agency representatives and industry stakeholders. May provide guidance to others. Works under general supervision, with moderate latitude for the use of initiative and independent judgment. Must be able to multi-task and work in a high-paced office environment.
SPECIFIC JOB RESPONSIBILITIES:
Assists Fair Housing Coordinator and other Departmental staff in the planning, review, approval, and documentation of the Department’s Written Policies and Procedures/ Tenant Selection Criteria for Department’s Multifamily Affirmative Marketing Plans.
Assists Fair Housing Coordinator with review and analysis for the Multifamily Direct Loan Site and Neighborhood reviews.
Will serve as administrative support for the Texas Interagency Council for the Homeless (TICH).
Plans, coordinates, and facilitates quarterly TICH quarterly meetings.
Will steward the TICH State Plan to Address Homelessness and produce the TICH Annual Report.
Duties of TICH plan production may involve administering public hearings, developing reasoned responses and incorporating recommendations into TICH plan as appropriate.
Will assist in preparation and production of written summaries, documents, statistical and other reports for HRC division as needed.
Reviews and organizes data collection and fair housing related data resources and applies quantitative and qualitative analysis methods to research data collected.
May perform work, or assist with overseeing work, related to fair housing grants received by the division.
Researches federal and state regulations directly governing fair housing issues, and/or possibly having fair housing implications on Department activities and programs.
May use statistical methods and relational databases or other programs to analyze data sets.
Responds to requests received via phone and email for information regarding housing assistance, community services and other activities of the Department.
Tasks and activities may include but are not limited to annual updates of Section 8 Housing Choice Voucher Payment Standards and annual Rider 14 Weatherization Report.
Collects, organizes, analyzes, and prepares material in answer to internal and external requests for information and reports.
Assists in data management systems and protocols to support fair housing certifications and to inform decisions necessary to follow the Fair Housing Act and Texas Fair Housing Act in the administration of the Department’s programs.
Performs other duties and related work as assigned.

Must be willing to work in a non-smoking environment and adhere to all applicable Department policies and procedures. Must be willing to work overtime if necessary which may include nights and weekends. Must attend work regularly and adhere to approved work schedule.
