TEXAS COUNCIL ON FAMILY VIOLENCE is Hiring a Family Violence Services Manager SSP Near Austin, TX

Purpose and Summary of the Position

Texas Council on Family Violence is a statewide organization representing a network of domestic violence programs that provide direct services to victims and their families and serves as the voice of victims at the state level while working with local communities to create strategies to prevent family violence.

The Family Violence Services Manager strengthens and expands the capacity of Texas family violence service providers and battering intervention programs. The Family Violence Services Manager is responsible for the supervision of Family Violence Services Coordinators and reports directly to the Director of Support to Service Providers (SSP).

I. Priority Functions and Accountabilities

1. PROGRAM SUPPORT AND TRAINING: 35%

  • Identify local, regional, and statewide victim and offender service providers' programmatic needs and trends.
  • Plan, develop, and oversee the implementation of the family violence advocates and Battering Intervention Prevention Program (BIPP) virtual and in person trainings, including developing and managing conference budget, event logistics, agenda, plenary and workshop solicitations, written materials, staff assignments, presenter liaison and onsite support. Key training events include, but are not limited to:
    • One in the Movement Advocate Trainings
    • BIPP Annual Conference
    • BIPP Educational Series
    • Webinars and Online Modules
  • Plan, develop, and oversee written training materials including toolkits, training/workshop descriptions, objectives, marketing materials, content for the website.
  • Represent TCFV through presentations and training events.
  • Promote best practices in trauma informed survivor centered services and effective battering intervention and racial justice principles.

2. PROGRAM AUDITING AND ADVOCACY 30%

  • Meet regularly with Texas Department of Criminal Justice - Community Justice Assistance Division (TDCJ-CJAD) to collaborate with and provide consultation on the overall statewide BIPP Accreditation Guidelines, BIPP Allocations, and effective best ethical practices.
  • Audit State-Funded Battering Intervention Programs, conducts and oversees:
    • The training of the teams’ efforts in the development and enhancement of audit materials and processes to ensure consistent implementation.
    • The evaluation of the funded programs’ compliance with state guidelines by conducting a thorough desk audit of program files and documentation.
    • The evaluation of the funded programs’ group sessions by monitoring groups to ensure a program’s adherence to the state guidelines as it applies to group facilitation and to provide best practice recommendations.
    • The preparation of the report to thoroughly outline a program’s overall adherence to state guidelines in a fair and consistent manner and ensures the report is completed and submitted to the program and the state in a timely manner.
    • The post-audit conference call, as needed and/or requested by the funded program.
    • The onsite or remote State-funded BIPP audits utilizing virtual platforms as determined by the needs of the program and agreed upon by the funder, manager, and director.
  • Meet with Health Human Services Commission (HHSC) and other designated funders as needed.

3. TEAM LEADERSHIP AND ADMINSTRATIVE: 30 %

  • Leads the Family Violence Service sub-team coordinators to encourage project goals that align with allowable grant activities, securing training opportunities to enhance staff general and expert knowledge, and providing annual evaluation in alignment with TCFV personnel policies, procedures, and practices.
  • Develops and maintains a team structure that ensures team unity and project cohesiveness (i.e., regular scheduled team meetings, individual staff check-ins, and maintaining team organization utilizing virtual platform Microsoft Teams).
  • Supports hiring, onboarding, offboarding of Family Violence Services sub-team coordinators.
  • Facilitates problem resolution techniques that promote positive working relationships and strengthen internal management and effective team building.
  • Ensures timely and accurate reporting of grant activities, including contributing information for the agency’s funding applications, maintenance of grant budgets, and quarterly and annual reports.
  • Ensures timely and accurate submission of employee general reporting such as time sheets, travel and cellphone reimbursement, and other administrative employee documentation as requested.

4. TECHNICAL ASSISTANCE: 5%

  • Responds to and provides technical assistance to allied professionals serving victims of family violence, and community members interested in serving victims of family violence in a supportive and timely manner.
  • Researches issues addressed through technical assistance.
  • Facilitates communication and support among community entities and survivors or offenders and service providers.
  • Other projects and responsibilities as assigned.

II. Minimum Knowledge, Skills, and Abilities Requirements

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required. Required:

  • A minimum of five years’ experience in domestic violence programs including providing direct services to survivors, and preferably knowledge of BIPP, with a minimum of two years of supervisory experience, preferably in a non-profit setting which includes: strong team building and leadership skills to effectively manage TCFV activities through vision, strategic planning, and expertise.
  • Bachelor's degree in a related field or any combination of related education and/or experience with a documented record of the ability to perform duties and responsibilities of the position.
  • Thorough knowledge of domestic violence issues and circumstances faced by those experiencing domestic violence including crisis counseling, hotline skills, peer counseling, survivor safety, trauma centered empowered based advocacy.
  • Thorough knowledge of the perpetration of power and control oppression and violence, or the commitment to learn the content.
  • Critical analytical skills to understand the political, social, financial and external issues affecting service providers, to foresee and interpret trends and the dynamic changing needs of TCFV members and to develop process and resources to respond effectively.
  • Written and oral communication (both public and interpersonal) skills that analyze for audience and purpose, are suitable for presentation and written publication, and strong presentation skills and public speaking abilities.
  • Strong ability to give and receive feedback with openness and respect.
  • Strong time management skills to coordinate and prioritize own and others’ activities, evaluate progress, and to allocate resources with set deadlines that require work under tight and/or changing timelines with adaptability, flexibility, and attention to detail.
  • Ability to relate to constituents and stakeholders with diverse cultural, ethnic, and social backgrounds, values, attitudes, and languages.
  • Ability to maintain strict confidentiality of employee, donor, funders, and constituent information.
  • Ability to travel in congruent with TCFV’s staff travel policy to multiple locations across the state to provide onsite programmatic audits, training, and technical assistance and consultation to family violence centers and BIP programs as well as attend agency set meetings.

Preferred:

  • Bi-lingual English/Spanish language.
  • Working knowledge of Microsoft Office Suite and demonstrated ability to learn new software as needed.

Working Conditions and Environmental and Physical Demands:

Ability to communicate and converse in English. Travel up to 25%, some overnight. Ability to work from home or a remote location for prolonged periods of time. Ability to frequently tolerate prolonged stationary positions and frequently move about a large public building, such as an event venue. Ability to engage in frequent public contact with diverse groups. Professional attire may be required for public-facing work. Must possess the emotional and physical stamina to deal with a variety of high-pressure situations, such as: responding to complaints, handling difficult internal and external interaction, effectively working long and, at times, non-traditional hours.
