The Health & Human Services Supervisor role provides supervision of staff in the Child Protection program areas. This position ensures that quality services focusing on the health and safety of clients in compliance with policy and statute.
Hiring range: $84,302 to $101,171. Starting rate will depend on experience, education, and qualifications.

Essential Duties and Responsibilities

Supervision of Child Protection Unit
  • Consult with employees.
  • Screen requests for services which do not fit routine procedures.
  • Assign cases.
  • Provide direction and skillfully ask question to guide staff.
  • Review case records for quality, content, and accuracy.
  • Review and approve expenditures.
  • Convene and lead administrative reviews and unit meetings.
Service Development and Monitoring
  • Coordinate and write policy.
  • Monitor purchased services.
  • Work with management team to coordinate service delivery and planning.
  • Work with other units in developing request for proposals, purchase of service contracts, grant applications and specialty assignments.
  • Ongoing monitoring of outcome measures, following agency policy, rule, and statute.
  • Implement contracts with Managed Care Organizations.
  • Support and promote department efforts around Diversity, Equity, Inclusion and Belonging including promoting a greater understanding and respect for diversity within our workplace and communities
Fiscal and Program Reporting
  • Prepare periodic reports on programs, services, and client populations; some independently and others within a work team, for the Director and Federal and State agencies to document compliance and to provide data.
  • Design, and help prepare monthly, quarterly, and annual reports.
  • Respond to requests found in Bulletins from the Minnesota Department of Human Services.
  • Coordinate reporting efforts with accounting personnel. This includes the management of time reports, targeted case management, and other requirements.
  • Supervise and maintain the integrity of the information system for worker-generated data and program reporting.
Supervision and Development of Unit
  • Recruit, interview, select, train unit employees and prepare job descriptions.
  • Guide employees' job performance through orientation, consultation, administrative supervision and reflective supervision practices.
  • Evaluate, coach, support, and teach staff through words and behaviors.
  • Implement and adhere to County policy and union contract agreements in matters affecting employee's job behavior.
  • Have crucial conversations with staff when necessary, holding clients in the room during all decisions.
Management Teamwork
  • Work with management team to coordinate service delivery and planning.
  • Meet regularly with the management to provide information regarding programmatic changes and staff concerns.
  • Promote harmony within the workplace and contribute to a high trust environment.
Community Interaction
  • Provide and participate in positive community relations, training, and planning.
  • Develop community committees and councils
  • Represent the Department on appropriate committees.
  • Assist community organizations in program development related to Social Services.
  • Work with County Communications Media Specialist and Manager to provide information to the public.
Minimum Qualifications
Education : Bachelor's Degree in Social Work or closely related field
Experience : Minimum of 3 years of directly related work experience as a Social Worker/Case Manager in a county or human services agency.
Must have a valid MN driver's license and reliable vehicle.
Preferred qualifications:
  • Master's degree in social work or a related field.
  • Supervisory experience.
  • Social work licensure.
  • Leadership or management training.
  • Training in SSIS

Hiring Salary Range
$84,302 - $101,171

Hours of Work
This position has a usual work schedule of 8:00 a.m. to 4:30 p.m., Monday through Friday; may include occasional evening and weekend hours.
Physical Requirements and Work Environment Must be able to endure extended travel, up to 8 hours or more per day. Must be able to provide own means of transportation when county vehicles are not available. May be required to travel to remote areas and in all weather conditions.
Must be able to exert very moderate physical effort in light work, typically involving some combination of kneeling, crouching, and crawling, and which may involve some lifting, carrying, pushing and/or pulling of objects and materials of moderate weight (15-25 pounds).
Typical Working Environment: 95% Inside Work (office and field work), 5% Travel.
Work is performed both in the office and in the field (some examples of settings include client's: homes, apartments, hospitals, group homes, schools, shelters, correctional facilities, and treatment facilities). Headaches, eyestrain, and other related occupational hazards reflect the most common potential for injury in the office. Field visits to clients' homes may expose employee to unsanitary conditions, communicable illnesses, infrequent exposure to health hazards, unpredictable and/or unsafe environments.
Likelihood of verbal abuse and threats from hostile, frustrated clients and may include unpredictable situations.
